As Head of Cyber Security and Technical Architecture, I am responsible for establishing and enforcing Cyber Security and Enterprise Architecture policies and standards across a diverse portfolio of over 200 applications, supporting 18,000 users. This role requires robust oversight of the technical requirements, ensuring compliance with strict cyber security standards, such as Cyber Security Baseline Standards and NIS2, while also aligning ICT systems with the broader organisational goals ensuring that there is clear and consistent alignment from an Enterprise Architecture perspective in the provision of all ICT systems and services.

Driver & Vehicle Computer Services Division

In my role, I led the infrastructure, development, and security management of the NVDF and Online Motor Tax systems encompassing over 1 billion in annual motor tax revenue and management of the driver, vehicle and penalty point databases, ensuring robust IT infrastructure and systems across multiple datacentres as well as the National motor tax network of offices. I implemented and streamlined processes to deliver a consistent approach that supported the development of the enterprise architecture model that was aligned with industry best practices and standards. By developing and implementing the NVDF strategic roadmap for driver and vehicle services, I contributed to the Department’s broader ICT strategies, anticipating future business needs and aligning the technical architecture accordingly such as the introduction of the NVDF Platform to support the delivery of NDLS Online. I played a key role in stakeholder engagement, involving critical Departmental stakeholders in the planning and implementation of many new business requirements and processes. My achievements included overseeing the Department’s program supporting the RSA, RTOL, and MTO’s, delivering the strategic NVDF Platform for driver and vehicle services and the MLR programme under the Criminal Justice working Group. I represented the Department at cross Government forums in relation to Eircodes, Insurance IMID, MyGov.ie, Public Services Card and wider Government Digital Strategies. My focus on continuous improvement emphasised service quality and risk management across a complex multi-vendor environment. I leveraged modern engineering and DevOps principles to meet departmental goals and managed cybersecurity governance to uphold compliance, including PCI standards for the Online Motor Tax systems.

I established and built a successful business to service the needs of broadband customers in rural Ireland. As the director of the company, I oversaw all aspects of operations for residential and business customers, with a focus on expanding reliable broadband access in rural communities. I was successful in being awarded several National Comreg contracts for providing wireless broadband to rural communities in Clare and North Tipperary. This included the design and management of wireless, mast, and fibre connectivity infrastructure to meet the needs of a geographically diverse customer base, ensuring robust and secure service delivery. I lead financial management, overseeing annual financial planning and ensuring compliance with tax and regulatory requirements, maintaining strong governance to support business stability and growth. My role involved continuous improvement of service delivery through streamlined processes and a focus on operational efficiency, enhancing the service experience for customers while meeting technical and regulatory standards. This included actively engaging with stakeholders in the development of new processes and systems to support future business expansion and anticipate customer needs.

In my role at Genworth, I developed and led a B2B IT solutions team that supported major European banks, establishing a new IT services function to deliver focused, client-oriented solutions. I designed and implemented a B2B software platform that enabled seamless interfacing with the top five banks across Europe, driving enhanced client service capabilities. My responsibilities included managing a support and development team to continuously improve services, overseeing program delivery for four business segments across 23 countries, and maintaining accountability for staff management, coaching, and annual evaluations. I was also responsible for the financial management of the services cost centre, ensuring accurate budgeting for project delivery.

As a Client Services Manager for Genworth, I managed the IT relationship with Barclays Bank’s insurance division, delivering on IT projects and service needs. I led a cross-functional team of in-house and offshore business analysts and developers, ensuring alignment with client requirements and efficient delivery of application and call centre services. Key achievements included migrating Barclays’ platform from a legacy AS400 system to a modern Oracle Insurance platform, enhancing operational efficiency. Additionally, I managed financial aspects of client services, handling billing and ensuring service revenues of up to €10 million annually.

Management of team of Infrastructure architects:• Responsible for IT Infrastructure design and implementation of European IT infrastructure across 20 countries.• Managed a team of architects responsible for delivery of infrastructure projects with a budget in excess of €1m per annum.• Member of Senior IT team working on business projects such as company acquisitions, divestitures and outsourcing projects.• Responsible for creating and seeking business case approvals, issuing and evaluating RFT and vendor negotiations.• Planned and implemented large scale infrastructure projects and migrations including server virtualisation initiatives, MPLS implementations across 23 European sites and datacenter migrations.• Responsible for staff management, coaching and annual evaluations for a team of 5 other architects.• Principle IT Leader for the European Genworth IPO and GE seperation.• Led infrastructure program and team to the value of €6m as part of a company acquisition activity.
