Mr. Walker has 29 years of experience as a program manager and project manager conducting Preliminary Contamination Assessments, Remedial Investigations and Feasibility Studies, Screening Site Investigations and overseeing groundwater contamination investigations. Mr. Walker was previously the Contract Manager for a five year contract with the Florida Department of Environmental Protection to complete Targeted Brownfield Assessments and CERCLA Site Assessments at sites throughout the State of Florida. He is currently the Program Manager for a Florida Department of Environmental Protection five year contract to complete Combination Baseline Documentation and Environmental Site Assessment Reports or Baseline Documentation Reports. Mr. Walker is the Project Manager for implementation of CERCLA and UST investigations at Naval Air Station Pensacola and Outlying Landing Fields in Pensacola, Florida. Formerly Mr. Walker was Project Manager and Senior Technical Lead for CERCLA and a RCRA investigation and remediation at Naval support Activity Panama City, in Panama City, Florida and Naval Air Station Jacksonville, in Jacksonville Florida.

As Senior Technical Leader for a National Priorities List (NPL) site, Mr. Walker was responsible for all technical matters including: development of sampling plans and Investigation Derived Waste plans, interpretation of data, coordination of risk assessment evaluation, partnering team support, and summary report writing; oversight of the project team; technical presentations to government agencies including USEPA and State of Florida and the General Public; community relations program; and client interaction.

Program Manager for two separate FDER contracts. One addressing statewide groundwater contamination assessment program and the second to perform preliminary assessments and site-screening investigations for FDER in support of USEPA funded programs. As Program Manager, Mr. Walker lead investigations at over 25 environmental contamination assessments throughout Florida, including pesticide sites, site screening investigations, landfills and industrial hazardous waste sites. Mr. Walker led multi-task investigations that included: record searches, aerial photograph analysis; surface geophysical surveys; soil gas/vapor surveys; multi-media sampling; design and installation of monitoring/recovery well networks; oversight of subcontractors and aquifer testing. His project management experience involved oversight of multi-disciplinary teams through all project stages from initial site reconnaissance through contamination assessment and risk assessment, and into initial recovery system design. Mr. Walker designed scopes of work, prepared work plans, developed and negotiated project costs, maintained client relations, and drafted and completed interim and final reports.

Mr. Walker controlled daily operations of an individual drill rig. He reported daily footage rates, recorded lithologic descriptions and geotechnical information during drilling operations and interacted with client field representations.
