Part time Radio Amateur Civil Emergency Service (RACES) Liaison Officer coordinates volunteer Amateur operators to provide trained Skywarn weather spotters during severe weather events. These volunteers also provide backup emergency communications for the City of Fort Worth when needed. I have to keep them interested and involved. We do this with on-going training and participation in Public Service events such as the Cowtown Marathon, Mayfest, Main Street Arts Festival and many others. Some of my other duties at the office of Emergency Management include being SME on the Radio over IP communications system used in the Emergency Operations Center. I am also involved in design and maintenance of various IT systems in the EOC.This is a part time position

Network Security had been neglected before my arrival and it was a challenge to get things under control and set up monitoring and alerts to keep up with all the various kinds of attacks. Using open source tools I was able to establish SIEM functionality to look for anomalies from the various sites around the US. I used this information to further secure the network and avoid compromises of the VoIP calling network.I managed Cisco Routers, Firewalls and the large VoIP telecom network used by inmates to place calls to their friends and family.CTI was acquired by Global Tel Link, another Inmate Phone system provider. They opted to not extend my contract position after the transition to GTL backbone and VoIP network.

I was part of a small team which designed, implemented and managed Security, Administration, Monitoring and Automation tools for our Network Operations Center. This involved extensive exposure to Unix, Windows, Linux and other operating systems. Interfacing to many proprietary equipment vendor's equipment using programs in Perl, PHP, Expect, TL1 and SNMP. This work required working relationships across many departments. Our group as part of our Network monitoring duties was also responsible for Operations network security. I prepared the CCI Disaster Recovery plan to the Texas PUC. This plan covers Hurricane, Pandemic Flu and other emergency situations. The development of the plan required close working relationships with many department managers and upper management.

Responsible for design and implementation of Debit Calling Card system and $2 M/month wholesale long distance switch network. Duties including extensive monitoring and testing of long distance telecom infrastructure. Determining best route for calls based on Least Cost Routing studies. Towards the end of my duties in the Long Distance group I developed a number of custom perl and php scripts to allow provisioning and monitoring of multiple long distance switches in our network.TXU Communications was acquired by Consolidated Communications in 2004

The computer based platform I implemented, answered the first non-ATT 900 Number in the US! WTS provided equipment and custom applications for the 900 Service bureau business and related premium telephone services. Our systems were installed in 25 Countries. As Senior Technical Manager I was responsible for final test and turn-up of systems being shipped to customers. Project Manager for customer systems being installed by our technicians in various countries.

Responsible for all electronic systems, transmitters, antennas, buildings and remote broadcasts for the then Number 1 station in the Dallas-Fort Worth Metroplex.Project Manager for Studio and Transmitter sites I built during my tenure with the company. Was elected a Fellow by the Society of Broadcast Engineers for my work in Broadcast Frequency Coordination. I designed and wrote a program used for Broadcast Frequency Coordination in all states.
