Lead Congressional relations advocate for two of three General Dynamics Corporation ($40B Market cap) Navy shipbuilding yards/two of ten GD business units: Bath Iron Works (BIW) ME and NASSCO San Diego CA. Accounted for - with Gerry's help - more than $6 Billion in new Navy construction contracts in 2018-2019.Lead advocate for enactment of: dramatically improved tax treatment for Navy shipbuilding contracts; Congressional approval of Navy's first use of multiyear procurement authority in shipbuilding; legislative resolution of contract cancellation litigation enabling GD to avoid liability for in excess of$1B while providing Navy procurement benefits; statutory provision prohibiting Navy from conducting "winner-take-all" competition for next generation destroyer program; statutory provision requiring Navy to award BIW additional destroyer related to years-prior Navy-industry agreement and built to mature combat system configuration; and, billions of accelerated funding for multiple Navy shipbuilding programs including DDG-51 and ESB.Gained specific defense committee report provisions supportive of: a DDG-51 shipbuilding acquisition strategy to help sustain the dual-source industrial base by addressing workload balance, stability and viability for both shipbuilders; mission requirements that support constructing additional ESB ships; and, the benefits and savings achievable by increasing Navy TAO Oiler procurement to two-ships-per-year.Worked with Congressional, industry and labor allies to promote US commercial shipbuilding opportunities and defeat efforts to repeal Jones Act statute. Jones Act requires - for national security purposes - commercial ships operating exclusively between US ports to be US-built, US-flagged and operated by US citizen mariners.Gerry also had lead responsibility for working with senior MA House Members for several business units specializing in complex defense electronics and communications systems.

Led ten-person Navy Liaison office for CG-47 AEGIS Cruiser and DDG-51 AEGIS Destroyer shipbuilding programs and related service contracts. Front-line senior company representative in Washington with Navy, Congress and other agencies/departments. In reflection of reputation for credibility, effective communication and issue resolution during difficult periods in company-Navy relationship, Navy presented Gerry a Navy AEGIS Excellence Award. Ran Washington rotation for BIW management development program.Successful Congressional relations effort to put BIW's performance challenges on DDG-51 destroyer lead ship design and construction in perspective given major technological advances incorporated for first time on a surface combatant. Succeeded in sustaining support for program and defeating serious Congressional effort to force a shipbuilder re-competition.

Congressman represented 11th Massachusetts District and served successively on committees on Public Works and Transportation, Merchant Marine and Fisheries, Budget and Ways and Means.
