Authored the revised Project Management Plan for the revamped program. Included sub-sections for Communications Management, Procurement Management, Stakeholder Management, Risk Management, Schedule Management, Configuration Management, Change Management, and Scope Management. Key participant in the development of Service Operations for DTE. This involved building the federated model – essentially two service operation “silos” that would work together, building on existing processes and using only existing resources to support the new Common Operating Environment (COE) and the eventual migration of 50K users into this new domain.Formed and led the Event Management Working Group comprised of service representatives from both DIA and NGA. This Working Group established standards and gained concurrence for both teams, established milestones for both the development of monitoring, and established a series of Standard Operating Procedures for how events would be handled once identified. This resulted in the development of a fully functional cross-agency event management capability for DTE JPMO.Planned and implemented a consolidated change management and outage tracking system. Gathered together stakeholders, reached agreement on a consolidated approach, presented the approach to DTE JMPO Senior Leadership and gained authorization to proceed, put together a project plan and managed against plan to develop a consolidated change management and outage monitoring and control SharePoint site. The implementation of this tool resulted in a streamlined approach to Change Management, instituted single-entry point for data into the process that filtered through the governance of three change control boards. -
Senior Project ManagerNjvc Nov 2006 - Aug 2012Lorton, Virginia, Us* Planned and executed standing up a service desk to support the initial 50 users of the Intelligence Community Common Operating Environment (IC COE), a unique IT domain comprised of elements from NGA, NRO, DIA and NSA that will be the basis for all future common architectures. Established a unique Automatic Call Distribution (ACD) number with routings and menus, created user accounts, process and procedures, modified Knowledge Base, and provided staff to support the predicted volume of incidents stemming from this new environment. This resulted in NGA and NJVC becoming the preferred solution for Enterprise Management for the next phase.* Planned and executed a Program Management Office (PMO) for Service Deliveries to 4,000 high-end workstations and 20 servers for Image Exploitation Capability (IEC) at all NGA sites worldwide. Identified the business need, developed Concept of Operations (CONOPS), stood-up the organization, implemented comprehensive Communications Plan, and developed SharePoint site to facilitate timely status and sharing of critical information with all government and contractor entities.* Planned and executed a Program Management Office for Mission Systems Transition to address all deactivation and disposal of IT assets at Base Realignment And Closure (BRAC) affected NGA sites. This $20M (estimated) effort encompassed approximately 1K servers, 25K workstations, and 2K network devices. Developed Concept of Operations (CONOPS) that included: two phase approach, detailed 3K line resource-loaded schedule, process flow charts, implementation plan for new requirements, and a complete staffing plan projection over the total period of performance. -

Led a Six-Sigma Team to redesign and re-engineer the complete proposal process and include more rigor, planning, and review. This resulted in significantly improved quality of proposals with greater management participation and increased integrity of solutions to the government customer. Increased on-time delivery of proposals from a low of 64% to the current and sustained figure of 100% on-time. -
