INSTITUTIONAL AIMS OF CIELMCIELM has expressed the value of the decentralized cooperation through the juridic instrument of the network between Municipalities. The network, as instrument to promote Local Authorities participation to social, cultural and productive development in the Mediterranean area. Local Authorities are recognized as the main actors for development through their actions to promote local democracy, human rights and peace, through the “city diplomacy” and the innovation of the Local Government. Such institutional activities, expressed in deal with ANCI Campania and APLA (National Association of Local Palestinian Authorities), promote administrative best practices between cities for a transnational partnership to substain neighborhood policies between States of the Mediterranean Union, as remarked in the Resolution approved by the European Parliament in the 2011 on the “Revision of the European Neighborhood Policy (PEV) – Southern Dimension”.On those principles, CIELM promotes the Mediterranean partnership between Local Authorities on the theme of the sustainable energies and the participatory democracy.In the 2005, campanian and palestinian Municipalities (in those Forio, Bethelhem, Jericho, Marano e Sant’Anastasia), in the aim to sustain those institutional objectives, have established the “International Coordination of Local Authorities into the Mediterranean”. In the time, Napoli, Ercolano, Pompei, Salerno and Greater Amman got inside.The Local Authorities, which are the democratic expression of their Local Communities, can play a key role on a “glocal” level, in spreading social values and institutional objectives promoted by regional and national Governments, in agreement with the Countries of the Mediterranean area and the European Union, over their respective territories, helping to guarantee democratic participation in social, cultural and economic development processes, partly through the innovation of their Public Administrations.
