• Providing technical assistance to enable project requirements and outputs to be planned and monitored in line with international best practice approaches, THRCP project development objectives and related WB results framework.• Taking the lead role to develop relevant capacity, capability and approaches for the PMT to enhance their understanding, knowledge, ability and overall institutional capacity.• Ensuring compliance with all UNOPS planning, performance monitoring and reporting requirements.• Implementing and maintaining a planning and performance monitoring system that supports management of the THRCP; respective IC and PMT requirements; and to meet the strategic and mandatory needs of the project.

1. Developed an implementation plan for the Monitoring and Evaluation Framework for MOPIED. Activities included reviewing baselines, targets, data sources for all output and impact indicators; Establish the frequency, data sources and means of verification for the various data requirements; Planning and conducting validation and training meetings / workshops; 2. Supported the Ministry to prepare a national policy on monitoring and evaluation. 3. Designed and implemented a capacity building plan on M&E for staff from MOPIED and all line ministries and Federal States of the Somalia Government.

I am responsible for organizing the processes of data management. I work collaboratively with project team members to develop the necessary tools and systems needed to regularly collect data and ensure the proper functioning of the project’s M&E system, including tools, documentation and data records. Working closely with project technical leaders and the Chief of Party (COP), I review the appropriateness of the M&E plan and make necessary adjustments.

As the M & E Specialist I was responsible for developing, managing and implementing the project’s monitoring and evaluation system, tools, and procedures. I was also responsible for the continual updating and refining of the Performance Management Plan (PMP) as requested, and updating the operational procedures as necessary. Additionally, I oversaw the process of collecting and consolidating information provided by the regions for overall reporting purposes.

• Oversee evaluations, analyses and assessments throughout the life of the Project (MEPS), including the design of the evaluation methodology, participatory data collection methods and protocols, and data verification techniques. I’m also responsible for the design, quality, development and production of all assessments, analytical reports and evaluations, including the testing of the development hypothesis.• Taking the lead role in developing Scopes of Work for consultants and organizations providing technical assistance, conducting field monitoring, performing analyses, developing training, etc. and taking responsibility for reviewing proposals and for overseeing their work and its quality.• Providing guidance and training to other IBTCI staff, staff of USAID, staff of implementing partners, and other stakeholders in approaches to M&E, including the use of Geographic Information Systems

• Manage overall SPR M&E project performance monitoring and reporting.• Directly supervise M&E Teams and Regional Manager, M&E GIS Manager, Database Coordinator, Field Verification Manager, Evaluation and Data Quality Manager.• Update and refine the project’s Performance Management Plan (PMP).• Assist the COP with the preparation of Annual Work plans and both quarterly and Annual Reports, to document progress towards achieving SPR-SEA target results.• Assist in the development of scopes of work and negotiation of any sub-agreements that are necessary to fulfill responsibilities outlined in SPR-SEA’s PMP.• As requested by COP, meet and discuss coordination and IRD mission to various SPR-SEA stakeholders (USAID, PRT, relevant GoA ministries).• Comply with all applicable USAID and IRD regulations and program requirements.

• Responsible for overall monitoring and evaluation functions of FIRUP project, including designing and conducting baseline/final food security (Consumption Status Index) surveys. • Provide support to projects mainly through reviewing M&E documents, developing data collection mechanisms, participating in mid-term and final evaluations. • Provide Support for project Data management and reporting for best efficiency and effectiveness. Supervise direct reporting staff to optimize the quality and efficiency of their outputs and to maintain a high degree of satisfaction with their job.• Ensure compliance with USAID regulations and CARE Afghanistan’s policies • Prepare project quarterly narrative reports to donor and project management with close consultation with Deputy Chief of Party.

• Support the country program to set up and implement a planning and reporting system in line with the overall CRS systems• Develop, implement and help build the capacity of colleagues to implement M&E systems for its HIV/AIDS (OVC PEPFAR and APHIA II) and other CRS projects in Kenya• Provide M&E technical support to CRS Kenya project officers and CRS Kenya partners.• Develop Management Information System (MIS) that meets the needs of the HIV and AIDS program and other CRS Kenya programs.• Develop strong information sharing linkages with collaborators like MoH and NACC.• Participate in the design and data gathering of qualitative and quantitative surveys, assessments and evaluations to provide information for efficient project management.• Document and disseminate lessons learned and best practices in CRS Kenya projects
