Managed a multi million budget which included Medicare, Medical Assistance (Medicaid), Elderly Waiver, Private Pay and HUD programming.• Oversaw the start-up of 6 new Independent and Assisted Living communities in multiple states and markets. Led the planning and development of the new business lines, services, clinical functions and budgets. • Launched and sponsored an enterprise-wide Quality and LEAN initiative across 70 locations resulting in a 20% improvement in core quality metrics by the Minnesota Department of Health and the awarding of the Lean Payment for Performance Incentive Plan from the Minnesota Department of Human Services totaling $2.8M in three years.• Restructured and repositioned Ecumen’s Home Health Care business for substantial growth. Led the operations of the 5 State Operated Veterans Homes with an annual budget of $120M in revenue and state appropriations, $400K in capital bonding while meeting or exceeding state and federal regulations.• Led the turnaround of the Minneapolis Veterans Home through refocusing strategic direction, restructuring the Leadership Team, Nursing Department and the implementation of critical clinical and support systems, resulting in meeting or exceeding state and federal regulatory compliance across the MDH, USDVA and the USDOJ, CRIPA.• Led and Secured $190M in State and Federal funding for the remodeling and new development of 4 historic preservation buildings and 4 state-of-the-art person centered care and homelike environment projects. • Testified before the Minnesota State Legislature (Senate and House) on various issues and requests relating to Veterans Homes’ budgets, physical plants and capitol bonding needs resulting in optimum visibility and funding. • Led the development of a new Quality Improvement program for the Agency focusing on national best practices and benchmarking metrics. Chaired the newly developed Agency wide Quality Council, resulting in the development of the Minnesota Department of Veterans Affairs 2008 – 2013 Strategic Plan.• Introduced a streamlined budgeting process for the Agency, resulting in the ability to track expenditures, reimbursements/revenue and historical cost of care used to provide critical updates to the State Legislature.

Led a 400 bed Continuum Care Retirement Community (Veterans Home) providing Independent, Assisted Living, Skilled Nursing care and the operation of an active ambulatory and dental care clinic (Gubernatorial Appointee). Operated the Veterans Home Campus with a $30M operating budget, ensuring the Veterans Home met or exceeded state and federal regulations. • Launched and led the Executive Steering Committee and Department Managers/Leaders providing leadership and supervision of the overall operation and the development and maintenance of all and critical policies and procedures ensuring compliance with State and Federal regulations and requirements.• Participated in local community and various community committees and boards. Provided mentoring and leadership to various health care administration graduate students seeking experience in healthcare and long-term care throughout the San Diego area. Key member and leader of the California Department of Veterans Affairs Strategic Planning Development Committee.

Led and managed 11 cross- functional departments, 26 supervisors/employees and 6 resident volunteers for a 400 bed, long-term care facility. Developed, implemented and maintained policies and procedures for the plant operations, pharmacy, ambulatory care clinic, business office, procurement, warehouse, assisted and independent living facilities, housekeeping, reception area, Veterans Services and security department.• Project leader for the planning and coordination of five new Veterans Homes development and the new Enterprise Wide Electronic Medical Record conversion in the state of California. • Chaired and developed the Veterans Home of California-Chula Vista Business and Strategic Plan, resulting in operational revenue of $25M across all business lines. Chaired and led the Admissions Review, Medical Records and Forms committees and HIPAA Work Group resulting in the implementation of HIPAA standards.

• Senior leader in the United States Navy for a community size hospital, a Combat Medicine School, Clinic Manager, Instructor/Facilitator/Curriculum Developer. Managed, led and supervised 37 instructors, developed curriculum for a variety of training, coordinated the scheduling and operation of 250 students per class; 7 classes per year. • Managed, led and supervised over 900 personnel at a community size hospital and 14 ambulatory clinics. Managed and administered a fiscal budget of $2.5M dollars, while managing a Gastroenterology Clinic with 7 doctors, 1 nurse and 9 support staff. Led two ambulatory clinics providing out-patient care, lab procedures, x-rays, pharmacy and ambulance service for 4,000 United States Marines and Sailors.• Master Training Specialist and Facilitator. Coordinated and taught Basic Life Support, First Aid Instructor/Trainer courses. Developed and taught patient care instruction, tactical combat medicine and leadership courses.
