About Gillian Cooper
More than 25 years’ experience in the intergovernmental and non-profit sectors working internationally on social and environmental justice issues in the Caribbean, West and East Africa and the UK. Throughout my career I have championed ways in which to bring people, often side-lined, into decision-making and policy spaces. At the Commonwealth Foundation I led the Foundation’s advocacy and engagement, communications and organisational learning. I managed a team of 8 permanent staff and several contracted consultants.The People of the Commonwealth programme aims to bring together citizens and civil society organisations to the centre of current debates and global decision-making on critical policy issues that affect the lives of individuals and their communities across the Commonwealth. From climate justice to vaccine equity, I led our programme to amplify the voices and demands of civil society and small and vulnerable states. Using digital communications, our events brought thousands of people together to discuss and debate critical issues and debate solutions. Between 2020-2022 over 5,000 people attended our online events live. And in 2022 I led the in-person convening of over 250 people from 50 countries for the Commonwealth People’s Forum, in Kigali, Rwanda. Internally, I worked to assess and evaluate the Foundation’s programme effectiveness and our progress against our theory of change.
