 Led 40-person Division managing budget and finance, human resources, contracting, project process improvement, information services, communication, customer service, and safety for large, functionally diverse department. Consolidated staff resources to achieve comprehensive service provision, including a “matrix” approach to technology services staffing. Coached section managers to anticipate departmental needs, streamline processes, mentor colleagues, and create partnerships for shared success.

 Led 10-person team handling budget and finance, GIS, public communication and education, and customer service for storm water utility. Increased team cohesion and morale through business process improvement, team-building, and customer service feedback assessments. Managed $50 million annual enterprise-fund budget. Initiated participatory budget development process. Refined complex fee model to analyze revenue requirements and fee structure; initiated revenue bond sales.
