Oversee office of 50 staff charged with preparation and oversight of the State of Illinois' $50 billion annual operating budget and multi-year capital budget. Interface with legislators, constitutional offices, media, advocates, and other constituents. Issue debt on behalf of the State.

Developed system to identify and intervene with young children exposed to violence. Worked with organizations to better serve state wards involved in the juvenile justice system. Developed policy changes to improve employment opportunities for adult ex-offenders

Managed trustee relations, budgeting, strategic planning, legislative affairs, and institutional research functions. Worked closely with Board of Trustees on governance and budget/finance issues. In Projector Role, facilitated create of Family Development Center for children from birth through fourth grade and their families, including a charter school. Facilitated development and approval/funding of new MSW program.
