Master And Senior Program Planner And Scheduler
Consulting Program Management Liasion
Program management/planning professional, a member of the Program Management Excellence organization, supporting all RMS programs. Responsible for overseeing and coordinating the operational aspects of Workforce Planning for the Directorate. Responsibilities include developing and maintaining relationships within the Product Line/Programs and with the IPPS Sr. Section Managers to determine needs assessment and staffing assignments. Specifically, the individual in this position will be expected address manpower levels and concerns quickly and effectively ensuring quality staff are available to meet customer needs. Ability to develop teams and work effectively in team environments is required. Duties include workforce strategy development, maintaining a workforce planning data base of requirements, maintaining security data base, customer communication, coordination and status meetings, briefings, status reports.
Section Manager
Lead a team responsible for the development, maintenance & analysis of the Program Master Phasing Schedule, Integrated Master Plan and Integrated Master Schedule for large, complex efforts. Ensure the schedule/program plan (cost, schedule and technical requirements) are fully integrated and executing as planned. Develops and deploys custom tools, reports, forms, charts and fully documents them as required, and provides technical support. Statuses plans and schedules, performs SRA's, identifies and resolves critical path and network logic conflicts. Provides technical consulting, interfacing, analysis and training for control account managers, IPT leads, PMs and program planning personnel. Deploys Pit Stop Planning and Critical Chain, across the business for complex engagements, mentoring other planners on advanced planning techniques and leading projects/initiatives focused on improving planning in start-up, project set-up and proposals. Partnering with the program team to ensure the schedule/program plan is executable (cost, schedule and technical requirements are fully integrated) and executing as planned. Provides weekly and monthly planning metrics on schedule status, baseline maintenance, critical path analysis, and schedule variance analysis and network logic validation. Employ Earned Value Management System processes, must be able to identify and recommend insightful mitigation plans, to ensure the IMS is use as a predictive model and as a valued management tool for the program. To be successful in this role the candidate must be able to develop strong relationships with Program Management, Finance, IPTs, CAMs and customers. Development of personnel assigned to their respective sections by providing continuous training, coaching and mentoring, rewards recognition, goal setting and performance development to include disciplinary action. The leader will ensure programs are adequately staffed and common processes are being followed by planning personnel.
Engineeering Planner/Senior Engineering Planner
Develop and maintain Integrated Master Plan and Schedules (IMP/IMS) for EV and non-EV programs; assist with program break down structure/work break down structure (PBS/\NBS) development from proposal through execution on DOD & international (FMS/DCS) programs valued up to $150M. Coordinate program teams to develop a combined schedule to manage complex technical deliverables. Develop Critical Path (CPM) schedules using Microsoft Project, ensuring vertical/horizontal integration for multiyear programs. Incorporate resource information into IMS to establish and support the EVMS Performance Measure Baselines (PMB). Perform monthly project status and performance analysis reports including; Master Phasing Schedules, Cost Performance Reports (CPRs) Critical Path Metrics (CPM), Baseline Execution Index (BEI), Variance Analysis and Estimates at Completion (EAC5). Provide analysis and recommendations to program management for project baseline and scheduling changes to ensure timely execution of program goals.
