The IFMIS project is implemented via a single donor Trust Fund administered by the World Bank. This EU project is part of a larger Financing Agreement covering a broader PFM Governance Programme, which foresees the promotion of macro-fiscal stability and improvement in the allocation of public resources over the medium term to support accelerated economic growth and poverty reduction. Team Leader & Senior Expert Data Analysis and Design (contractor Particip GmbH, Germany) for the project “National Monitoring and Evaluation (M&E) System in Zambia: Supporting and Strengthening the Analytical Skills of the M&E staff” in the framework of GIZ’s Good Financial Governance Program (GFG) implementing a large-scale program - comprising other donors funding - aiming to create a government-wide M&E system, including core business activities, IT support and capacity building and training for the Ministry of National Development Planning (MNDP), the Cabinet Office and the Ministry of Finance as well as five sectors (Agriculture, Labour, Education, Health and Transport). PFM and Capacity Building Review. ROM Expert for the “Support to ECOWAS Public Finance Management Reforms” aiming to support the ECOWAS (Economic Community of West African States) Commission in implementing its regional strategy and pursuing its mandate in a more efficient and effective way, through a better management of its resources. ROM Expert for the “Support to Uganda's Financial Management and Accountability Programme” FINMAP III, having a total estimated budget of over 60 million euro, of which 8 financed under European Development Fund; other Development Partners funding FINMAP are KfW, DFID, Norway, Denmark. FINMAP III contributes to poverty reduction and inclusive growth in Uganda by reinforcing macroeconomic stability and strengthening the accountability and transparency of Public Finance Management. The programme supports the Government in strengthening PFM at central and local government levels and supports the efficient, effective and accountable use of public resources as a basis for improved service delivery. PFM Monitoring Review. In the context of EU External Results Oriented Monitoring (ROM) reviews (Lot 2 Sub-Saharan Africa - FED/2015/356-800, contractor Eptisa Consortium, Spain), ROM Expert for the EU project “Pan African Financial Governance Programme”, having the overall objective to assist the Public Financial Management (PFM) stakeholders on the African continent in strengthening and improving Good Financial Governance (GFG). This ongoing “innovative” multi-country project is managed by the Delegation of the European Union in Pretoria RSA and it is funded through the EU Pan-African Programme PanAf.PanAf provides dedicated support to the Africa-EU Strategic Partnership and is the first ever EU programme in development and cooperation that covers Africa as a whole. The PanAf Financial Governance Programme is co-financed by the German Federal Ministry of Economic Co-operation and Development (BMZ), and is having a budget of over 9 million euro. Enhancement of economic governance: Economist, expert in “Labour, Macroeconomic policies and ‘Scenario modelling’ in the Labour market; Policy monitoring and analysis" under EC FWC Lot 10 (contractor AESA, Belgium), project "Technical Assistance for carrying out an analysis of foreign direct investment (FDI) and particularly of the European Union (EU) under the Multiparty Trade Agreement (Acuerdo Comercial Multipartes – ACM) Ecuador – EU”. Specific tasks: Identify the medium and long term potential impacts that can generate on Ecuador Labour market the implementation of EU – Ecuador ACM, and policy proposals to cope potential negative impacts of greater trade openness; Support the Government of Ecuador to develop policies intended to avoid inconveniences on labour market, and to take advantage of the ACM conditions in the Labour sector. During the implementation formalized the “Resilience Index”, a brand new ground-breaking statistical tool to measure autonomous social capacity to react to external economic shocks in the labour market based on current LFS data.

Enhancement of economic governance: Senior expert in Statistics/M&E and Management Information System (MIS), context: EC FWC Lot 11 (contractor ACE, Spain now AECOM), in an “Interim Support to the Programme: Public Finance Management, Domestic Accountability and Statistics.” Two missions in Zambia and then backstopping and support from remote up to December 2013 in the area of improvement in Government effective monitoring, evaluation and measurement of performance of the national development plan and specific sector plans. Specific tasks: Assist t¬¬he National Authorising Office of GRZ with the finalisation of all necessary elements pertaining to the Programme in the particular area of Enhancing the GWMES (Government-Wide Monitoring and Evaluation System) and LMIS (Labour Management Information System) in Zambia based on the revision of the LFS (Labour Force Survey); Analysis and advise on the effectiveness of the Monitoring and Evaluation (M&E) Manual for the Ministry of Agriculture and Livestock (MAL) for subsequent training nationwide prepared by the EU Agricultural Sector Performance Enhancement Programme (PEP) studying the main issues influencing agricultural statistics data collection, processing, reporting monitoring and evaluation.

Technical Assistance in the framework of the Programme “PASES” (Programa de Apoyo al Sistema Económico, Solidario y Sostenible - Technical Assistance and Budget Support Programme of National Development Plan of the Republic of Ecuador; contractor ACE, Spain, now AECOM).Senior Expert in the formulation of economic indicators with specialization in the production, labour and competitiveness sectors. Specific task: Strengthen the design of economic indicators and statistics (including their related methodology “fiches”) and provide elements to increase the availability of economic information for forecasting, monitoring and evaluation of Production, Labour and Competitiveness of Ecuador, with emphasis on those necessary to drive transformation of the productive matrix, under the implementation of National Plan for Good Living (Plan Nacional del Buen Vivir - PNBV), specifically in achieving Goal No. 11: "Establish a social economic system, supportive and sustainable”.

Project Formulation Mission of a “Support Programme to the Economic Governance Processes in Zambia: Public Finance Management, Domestic Accountability and Statistics: (context: EC FWC Lot 11, contractor ACE, Spain, now AECOM:”. Five weeks mission in Zambia and then backstopping and support from remote. Specific task: Designed, in coordination with other Cooperating Partners (DFID and GiZ), a draft project proposal (over 3 million euro) to enhance the Government Wide Monitoring and Evaluation System (GWMES) MIS (database) at MoFNP (Ministry of Finance and National Planning) and priority line ministries (Agriculture, Education, Energy and Water, Health, Roads and Transport). Provided a framework for line Ministries' reporting on the achieved results in service delivery and notably on the indicators of the national development plans, particularly inclusive growth through employment creation, rural development and poverty alleviation. Proposition of a new LMIS (Labour Management Information System) covering Labour market and policies at Ministry of Labour and Social Security based on the revision of the LFS (Labour Force Survey). Project Formulation Mission to design a 6 million euro EU Twinning project for “Support to Statistics in Zambia” (in the context of EC FWC Lot 11, contractor ICstat, Italy, DFC Consortium) with main objective to support the Zambian policy makers to take decisions on the basis of good quality statistics, in particular in order to inform the National Development Plans in all its phases: planning, forecast, monitoring and evaluation. Missions in Zambia in March/April and then final workshop in December 2010.

Management of the “Pilot project for implementation of the Registry (database) of farm machinery and agricultural equipment and agricultural subsidized fuels and combustibles” within the national territory. ICstat Chief Technical Advisor in Statistics and M&E at the Italian Ministry of Agriculture (MiPAAF), Department of Development Policies, General Direction for Rural Development. Case study on some decentralised regional databases (Piemonte, Sardegna and Puglia regions) in order to validate also institutional arrangements, policy efficiency and secondary legislation effectiveness.

Governance and reference models for local economic development policies in support of the Italian Prime Minister Office (Presidenza del Consiglio dei Ministri). Evaluation of water-related monitoring and evaluation activities within the UN-System and its partners at the FAO AGLW (Land and Water Development Division) on behalf of UN-Water. Reviewed concepts and definitions related to water monitoring (including databases, statistics and indicators), launched a series of criteria and attributes to frame analyse and classify the different monitoring and evaluation activities, proposed the design of an innovative federative UN-Water information system, gathering information from about twenty UN Agencies into a definite Statistical Database. Project Formulation Mission on National Food Information System (NFIS) for the FAO ESAF (Food Security and Agricultural Projects Analysis Service) in Eritrea. Detailed formulation of a comprehensive (technical project design and budget) draft project document to support Eritrean NFIS at Ministry of Agriculture to provide decision-makers from multiple sectors at internationals, national and sub-national levels, with reliable, timely and accessible food security and vulnerability statistical information for the economic identification and characterisation of the food insecure populations and for appropriate policy and programme formulation monitoring and evaluation; special focus on women headed households.

"Compliance of Romanian statistics with European statistical system". Pre Accession Advisor (Resident Twinning Advisor in Accession Country) at the National Institute of Statistics of Romania in the context of the Romania Accession to the European Union, under the leadership of the Italian Treasury, Ministry of Economic and Finance. Coordination of the technical cooperation of a team of over 50 STEs (short-term experts) of Italian administrations (Ministry of Economics and Finance/ Department of Treasury, ISTAT, Ministry of Environment, APAT) to counterparts in Romanian National Statistical System (INS, Ministry of Public Finance, Ministry of Environment, National Commission for Prognosis, National Bank of Romania). Set-up and management of an Italian Statistical Cooperation office within the premises of the local National Statistics Institute (INE). Supervision of other Italian technical consultants, as well as Mozambican technicians, with backstopping from Rome by ISTAT.. “Informatization of the First General Elections”. Coordinator for the Organization of the Project under the umbrella of the multi donors United Nations Operations in Mozambique (ONUMOZ). Cooperated in the set-up and management of the Computer Center (over 100 p.c. and 200 people among analysts, programmers and data-entry personnel) established for the “Comissão Nacional de Eleições” (CNE) in charge of the First Election of Mozambique (President and Parliament) at the local “Secretariado Técnico de Administração Eleitoral (STAE)”. Responsible for Statistics (Voter Census Database, Polls/Forecast, Database Results Reclassification and Dissemination, Relation with the media, and Geographical Information System (GIS).

“Advisory services and operational support for the development and management of human resource for international cooperation”, Proj. INT/92/X10. Responsible for the information planning, analysis, design, implementation and security of the Information System created for the database management of the candidates to international cooperation programmes (such as JPO or Associated Expert), and for the follow-up of experts career within the UN system. “Informatization of the Referendum Commission". Set-up and management of the Computer Center (over 100 p.c.) established to support the Referendum Commission for the Independence of Eritrea (Organization, Procurement, Installation, Software Development, Database Management, Training, and Security. Data Processing and Dissemination), under the umbrella of the multi donors United Nations Observer Mission to verify the Referendum in Eritrea (UNOVER); the unique “vote” so far held in Eritrea.
