Consip S.p.A. is a joint-stock company held by the Italian Ministry of Economy and Finance (MEF) that operates with the role of Italian Central Purchasing Body, working exclusively to serve the Public Administration.Italian public expenditure for the purchase of goods and services amounts to around 140 billion € per year and in 2015 about 40 billion € were manned by Consip, saving the State about 3 billion €.Within the “Programme for the rationalisation of public administration purchases” as a Category Manager I lead the whole procurement process by the following tasks: - Strategic sourcing, market analysis (both technical and economic), feasibility studies, tender design, relief of needs of the Public Administration;- Build and develop the Procurement strategy document;- Present the Procurement strategy in dedicated reviews and board meetings with the senior management;- Coordinate the internal working group, external consultants such as lawyer and experts of the category product/service;- Draft of tender documents (eg. tender notice, technical specifications) with particular emphasis on services requested, prices, KPI, award formula, quality award criteria;- Once the tender is awarded, manage contracts with suppliers and offer technical advice to Public Administration.Competence on the following categories (both contracts and service concession): Facility management, cleaning, maintenance, armed security and reception, urban and special waste, sanitary waste, consulting, housing containers, catering, food & beverage, museum services, event organization.

Italo-NTV is the first private company on the Italian high speed rail network.(2013 - 2014) I was in charge to produce strategic plans -both medium and long term- in order to develop the ITALO railway network according to efficiency and effectiveness parameters.The main tasks were: timetable design; feasibility studies on train paths, cost–benefit analysis, demand analysis, relationship with RFI regarding enquires of access of ITALO to the Italian railway network.(2011 - 2013) I was assigned to the management of business operations in order to reach goals of continuous improvement, through the optimization of time, quality and budget constraints.Principal activities were the management of the fleet supply processes (commercial, technical, catering-on-board products, F&B vending machines and equipment) for the train ITALO, through: the definition of demand and consumption estimates, the monitoring of logistics cycle (10 warehouses and 2 logistic platforms around the Country and 25 rolling stocks), the Business Plan monitoring process, the audit activities, the monitoring of KPIs, the equipment maintenance management, the purchasing management. Main suppliers: Avirail Italia - Cremonini Chef Express, Eataly, Manutencoop MFM, Mitaca Illy, IVS Italia, Riello CRD.

My main activities were: - The analysis and the management of the aviation market on the assigned bundles through: the segmentation of the transport demand and the study of user behavior, the daily-study of competitiveness, the quantitative analysis through specific indicators KPIs, the daily report (in English) with local markets, the control and the management of revenues by pricing optimization; - The management of one project ("Station Upgrade last second") aimed to increase ancillary revenues, implying the involvement of various company business units (Ground, Marketing, Sales, Legal).

Responding directly to the General Director PT, in order to activate the National Policy on Local Public Transport, my activity concerned the collection, the organization and the analysis of transportation and economics data of all the Italian Public Transit companies (about 1,000). I developed a procedure for the identification of KPIs, the "standard cost" and the "adequate levels of service."

Main activities: - Implemented in GIS software "TransCAD" of supply models; - Calibration, through statistical methods, of monetary and time functions cost and time, and subsequent analysis of accessibility in the Euro-Mediterranean area.
