Since 2003, the California Health Benefits Review Program (CHBRP) responds to requests from the State Legislature to provide independent analysis of the medical, financial, and public health impacts of bills pertaining to health insurance benefits. Housed within the University of California, CHBRP utilizes experts with leading academic and health policy leaders in the state and nationally to complete its reports. CHBRP is increasingly seen as an important resource to policymakers as health care reform is implemented in California. Between 2011- and April of 2021, I have ensured delivery of 120+ reports to the Legislature and Governor, and about 15 briefings/testimony to the Legislature.For roughly six years, I also served as a member of the Leadership Team in the Office of the President for the Health Sciences and Services Division (which became UC Health). UC Health coordinates policy, finance, and strategic contracting activities among UC's health sciences programs and medical schools and hospitals with payers and other entities. I advised the Senior Vice President on key state and federal policy trends that impact UC. In December of 2017, I moved CHBRP to the UC Berkeley campus. I report to the Vice Chancellor of Research. CHBRP is treated as an independent research unit, which allows for significant autonomy.

Provides research and policy analysis on health care reform and what it means to client organizations. Ad hoc research and analysis assignments, health benefits assessment, product strategy, and reimbursement analysis.

Responsible for assisting technology firm and university partner in developing the first healthcare innovation challenge, drawing graduate students across disciplines. Provided development and execution of concept, project management and sponsorship development. Additional consulting for marketing, business development, and strategy support.

Responsible for assisting Director in growing and managing an innovative member-supported health policy analysis group.

Responsible for assisting Senior VP in developing and executing Liberty’s Medicare Part D Initiatives. Provided analysis of external and internal business metrics, Medicare regulatory rules and provided key strategic recommendations that were adopted.

Created and implemented new public sector opportunities for benefits consulting projects through marketing initiatives, public speaking forums and personal networking. Assisted and managed client deliverables in the corporate and public sectors.

Evaluated and prepared budget recommendations, and measured individual and departmental performance, reporting directly to the COO. Developed new product lines and various business initiatives. Overhauled vital operations for key department in 90-days to reduce errors and improve efficiency.

Developed key relationships with legislators and staff. Obtained support for GIC’s budgetary and legislative priorities. Created opportunities for collaboration with public and private sector healthcare organizations and leaders. Also had internal management responsibilities, including daily management and oversight of $114 million in vendor contracts.
