The intended outcome was the creation of the next generation of highway maintenance contracts using performance-based criteria where feasible and implementable.Led a highly experienced team of engineers and technologists, we revised highway maintenance contracts by analyzing and modernizing maintenance standards, performance measures, and requirements to improve efficiencies. This included introducing performance-based criteria. These contracts were critical in sustaining Alberta’s horizontal infrastructure and impacted the travelling public's quality of life and safety.Brought to bear a broad range of program management and engineering skills, leadership, and supervisory experience, delegating and setting clear expectations to train, develop, and motivate a diverse and highly technical team. This included various facilities spanning north Edmonton to Fort Chipewyan and Edson to Mundare. I oversaw a team of experienced and technically astute Facility Managers, developing a deeper level of cohesiveness, situational awareness, and cooperation to empower even higher levels of success. This was accomplished by effectively honing budgetary targets while meeting mandated requirements with limited resources, providing crucial prioritization, and making timely and challenging decisions to implement a robust maintenance and repair program.

Directed and oversaw capital infrastructure projects from $30k to $67M, tracking project spending against budgets and generating regular status reports for Army Headquarters in Ottawa. My responsibilities included managing personnel at three levels: internal public servants, internal military members, and contract workers, prioritizing issues, and deploying resources accordingly. This included coordinating repair, maintenance, development, and operations spanning 2,400+ buildings from Thunder Bay, ON, to Victoria, BC.Implemented a process to formalize the prioritization process for capital projects under $1M by developing a scoring process to better allocate funds and resources based on need.

Canadian Forces Base/Army Support Unit Wainwright - Denwood, Ab

Led a team of 120+ military and civilian personnel in this role, overseeing repair and maintenance activities for 600+ buildings and associated road networks with a realty replacement cost of $457M and an annual operating budget of over $30M. Oversaw the operation and maintenance of critical Base assets such as the military training area and indoor and outdoor recreation facilities, some requiring effective stakeholder engagement with entities such as oil and gas and grazing associations. This role also involved fire services, which responded to structure fires and provided crash and rescue capabilities for the base airfield.Spearheaded the development of a business case to divest the Betty Lake Water Treatment Plant located on the Base and supplied water to the adjacent Town of Wainwright. I developed a strategy for managing civilian staff reductions, identifying opportunities to realign allocated labour budgets with the need for firefighter positions. I also successfully gained buy-in to create critical new positions during a national-level realignment of DND infrastructure staffing.Optimized workflows during the prime construction season by realigning planning processes, resulting in an increased annual production output of minor capital projects from $4.5M to $15M in just three years.

Canadian Manoeuvre Training Centre Canadian Forces - Denwood, Ab

Developed and facilitated the delivery of major exercise serials designed to prepare troops for deployment to Afghanistan by translating invaluable lessons from previous missions into practical training scenarios. This required building synergy with confirming authorities on planning 2,400-personnel exercises to simulate the operating environment of Afghanistan through state-of-the-art weapons effect simulation. This included orchestrating the training logistics and planning the injection of training effects for conventional and specialized military and non-military forces.Awarded for exceptional planning efforts, having received two Commander Land Forces Doctrine and Training Systems commendations and a US commendation for delivering an exercise at the US Army National Training Centre, Fort Irwin, California.

Conducted combat engineering planning and coordination with the Regional Command South Headquarters. Coordinated and collaborated closely with cross-national army engineering and NGO partners on various reconstruction projects and led planning and resource coordination for engineering operations and route-clearance tasks.

During my time with 2 Combat Engineer Regiment, I was the Troop Commander of a Composite Engineer Troop deployed to Kosovo; I was also the Second-in-Command of a Field Squadron and Operations Officer while serving with 1 Combat Engineer Regiment.
