-Competed and negotiated a $40M Adaptive Enterprise CASE Management System, commercially-off-the-shelf (COTS) solution to support HUD’s Congressionally mandated applications in support of the HUD/Office of the Chief Information Officer (CIO). -Negotiated and awarded three large Task Orders against the General Services Administration’s (GSAs) Multiple Award Contract for Enterprise Infrastructure System (EIS) valued at an aggregate of >$169M to provide Data, Voice, and MTIPS services to the HUD’s Chief Information Officer (OCIO), Chief Administrative Officer (ADMIN) and Gennie Mae (GNMA) Housing Program. -Negotiated and awarded HUD’s Enterprise Talent Management System (ETMS) contract valued at $11M in support of the HUD/OCIO and OCHCO.-Awarded a $3.6M HUD’s Microsoft Premier Support Contract in support of the OCIO. -Negotiated and awarded a $4.1M Operations & Maintenance, Hosting, Software and Migration Support Services contract for a total contract value 2% lower than the independent government cost estimate (IGCE).- Assisted and supported with an award of a $103M service contract for the HUD IT System Data Support Center (HITS CS).- Received a cash award for serving on HUD’s FY22 Procurement/Policy Management Review (PMR) Team and reviewed 58+ new contract awards and modifications for workforce compliance with agency and federal acquisition policies and regulations in support of OCPO's annual audits within the 10-day deadline. - Served and contributed to HUD’s PRISM Insight Workgroup in support of Policy and Acquisition Systems Division and HUD’s 2022 Competency Modeling Focus Group in collaboration with HUD’s OCPO and OCIO leadership (Chief Procurement Officer, Division Director, et. al). -Contributed to and co-created the HUD Developmental, Modernization and Enhancement (DME) language in partnership with the CO/Team Lead to aid HUD in defining and capturing its requirements and needs for advancing enterprise-wide IT solutions.

Congress, Senate and White House's 2020 COVID-19 Initiatives. - Conducted research relevant past performance data to evaluate contractors’ technical experience, qualifications, credentials, education to analyze and determine if their proposed labor pool/candidates met the minimum requirement to perform services under Government contracts. - Composed, drafted, proposed and incorporated unauthorized commitment (UAC) language as terms and conditions into agency-wide contracting vehicles to prevent or lower UAC violation cases.

-Awarded over $100M in a diversity of research and development (R&D) and DHS/CWMD mission-focused contracts. -Communicated problem(s) to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.- Created and streamlined learning resources/ tools, knowledge repositories for interns/junior specialists.-Provided technical support to and peer reviews of interns and junior-level specialists’ to ensure timely awards and milestone achievements.-Procured (21) units of FSI North American DAT2020S-SYS brand decontamination shower systems and ASI-training courses from the GSA FSS as an urgent requirement in support of the DHS Immigration and Citizenship Enforcement, Emergency Response Operations (ICE-ERO) Mission Support Team on behalf of the DHS/Countering Weapons of Mass Destruction Rapid Capabilities program office. -Served as member on CWMDAD negotiation team for sole source contracting of the Leidos radiation portable monitor-8 Polyurethane (PVT) encapsulation (RPM-8 PVT) requirement. -Procured an urgent program office, formerly known as the Domestic Nuclear Detection Office (DNDO) requirement for 900 units of toxic gas detectors, valuing a total of $223k, resulting in a total cost savings of $64,986.83 out of the program’s projected cost of $288k.-Awarded and administered over $55M of new interagency agreements (IAA), supplemental agreements, unilateral modifications and change orders. -Provides authoritative recommendations to improve procurement operations and customer service, including market research analysis.-Set targeted negotiation/procurement objectives based on program office budgetary objectives for negotiations and procurement of services and goods based on varying program budgets from $100,000.00 to $10 million dollars for program customers.

-Innovatively developed and implemented the UDO Master Action-Tracking Tool/Spreadsheet to provide a streamlined, real-time contractor’s workload status, fund de-obligation activities and goal achievement progress for data call reporting to the Executive Deputy and Chief Financial Officer. As a result of this achievement, DHS OPO had received a clean audit rating through the Office of the Chief Financial Officers (OCFO), Office of Financial Operations (OFO) division and external auditing personnel. -Served as a Team Lead Task Manager/Monitor in a division/office-wide unliquidated obligations (UDO) project, providing supervision and workload assignments to six (6) GS 9-11 certified contractor contract specialist employees; -Provided oversight, supervision, guidance, and leadership to the contractor closeout specialist personnel to ensure compliance with applicable laws, regulations, and procedures in accordance with FAR Subpart 4.804 – Contract Closeout; -Closely managed and monitored roughly 397 UDO actions for expired contracts, containing nearly $47 million of unexpended obligated funds remaining from FY04 to FY12 for DOAD; -Had oversight of contract closeout actions for a total value of $19.8 million de-obligation of unexpended obligated funds on expired contracts;-Personally, de-obligated $4 million of unexpended funds as a result of closing out over twenty (20) closeouts within (9) months from initiation of the project. -Under this effort, over 324 UDO actions were timely and successfully achieved;
