Counsels and assists Veterans and their dependents or survivors as to benefit eligibility, scope of benefits and how to obtain them. Interviews Veterans and their dependents or survivors to obtain information relative to filing for benefits. Maintains liaison with State and Federal Veteran Program Administrators concerning new programs, problem cases, and current policies and procedures. Hires and supervises the activities of office staff and drivers. Promotes awareness of the programs and issues to the community through such things as: creates newsletters, writes newspaper articles, devises and prepares displays, participates in community showcases, etc. Performs community outreach by establishing and maintaining working relationships with organizations representing veterans and their dependents. Prepares necessary forms, makes investigative reports, and secures supporting documentation needed for submitting applications for specific benefits. Prepares annual department budget and administers the budget as approved by the County Board. Attends meetings, training sessions through the California Association of County Veterans Service Officers, and/or California Department of Veteran's Affairs. Regularly presents to and speaks in front of large groups explaining programs and services offered. Maximizes the use of federal and state funding to provide services to eligible Veterans. Devises and develops department goals, strategies, and objectives; initiates policies, procedures, and actions to ensure their outcome. Communicates with subordinates, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals. Plans and coordinates annual County Veteran’s Day Parade. Assists Federal, State, Local and Non-profit organizations to support the homeless community. Performs emergency services related duties as required or assigned.

Performs a variety of duties designated to assist with Port and Harbor Preparedness, Response and Recovery activities in response to a port-centric, all-hazards event and performs collection, analysis, and dissemination of information and finished intelligence on maritime issues through the State Threat Assessment System.

Federal coordinator to internal/external USCG, DHS, DoD, other federal, state, local, & tribal stakeholders for the interagency response to catastrophic events impacting Northern California seaports; ensure contingency preparedness/operational readiness of 300+ member Active Component and Reserve Force to execute a range of statutory missions throughout the Northern California region; develop, test and maintain operational-level contingency & response plans; facilitate crisis response planning activities; manage 32 member military-civilian team and $60K annual budget.

Maritime Security Advisor to U.S. Ambassador to Kingdom of Saudi Arabia and Senior Military Officials of Kingdom of Saudi Arabia Border Guard; strategic planner for establishment of 5,000-man maritime security force, includes development of (strategic, operational, and tactical level) force doctrine, organization, training, equipment/supplies, logistical support/systems, manning, and facilities. Team leader of 13-man detachment tasked with development and execution of security cooperation and assistance activities with Saudi Arabian Border Guard counterparts.

Program Manager for U.S Coast Guard's Pacific Area contingency exercise program; includes development of readiness metrics, assessment of preparedness for all-hazards contingency response throughout the Pacific Area of Operations, formulation and execution of training and exercise strategies to mitigate risks, creation of processes to capture and distribute lessons learned, and implementation of a remedial action program.

Supervise and lead 73-person deployable maritime anti-terrorism/force protection unit; ultimate responsibility for personnel safety/well-being and team readiness/operations in the execution of the spectrum of maritime security, law enforcement and rescue missions; advisor to local and regional operational commanders Maritime Homeland Security strategy, tactics, and asset employment. Administer $1.7M annual operating budget and manage $2.4M equipment, property and supply inventory.

Support development, testing, and fielding of Non-Lethal Weapons/Capabilities (NLW/C) for USCG land, sea & air operations to meet Service capability requirements; manage $1.3M annual budget for test and evaluation, capability integration, symposiums, expositions & demonstrations; assist USCG NLW Program Manager in the development of seminal documents outlining operational Service requirements, determination & validation of operational capability gaps, identification/evaluation of potential material solutions, and identify/secure resources to develop material solutions to validated USCG capability gaps. Range Officer in Charge & Range Safety Officer for NLW/C demonstrations.

Manage $10K budget for (3) Naval Coastal Warfare Squadrons (NCWRON); coordinate NCWRON manning, equipping and training; responsible for development of program policy, administrative support and staffing; advise (3) senior U.S. Coast Guard Reserve Officers assigned to NCWRONs and (1) U.S. Coast Guard Senior Reserve Officer assigned to Pacific Area Headquarters.

Supervise 60+ anti-terrorism/force protection watchstanders; ensure continuous protection of 11 embarked vessels; develop force protection plans for embarked vessels when deployed away from homeport; indoctrinate incoming personnel on force protection requirements; manage $280K+ annual budget; supervise 7 personnel in the administration of ordnance and vessel material maintenance programs.

Supervise 2 deployable Maritime Homeland Security (MHLS) teams consisting of 84 personnel; manage $500K annual budget to properly train, equip and support deployable teams; coordinate w/ other departments to formulate plans & strategies for training & operations; primary liaison w/ internal and external stakeholders.

Assistant Port Security Unit (PSU) Program Manager; manage $3M budget for 6 PSUs; coordinate PSU equipment configuration/procurement/equipment spend plan. Responsible for development of PSU pgm policy, administrative support & operational requirements; and supervise 8 USCG Junior Officer in U.S. Navy Exchange program.

Responsible for the safe navigation and operation of a 378 foot high-endurance cutter and 125+ member crew including small boat and helicopter operations for mission accomplishment; supervises 18+ personnel in the implemention of the daily inport routine & maintaining safety of the vessel.

Assist in the training, oversight, administration and mentoring of 350+ military cadets during 6-week military indoctrination program.
