It is a great honour in my career to have assumed the role of President of CIHT. I have been paying my subs for nearly a quarter of a century. Why? Because it is my go-to professional body. It offers a broad church and welcoming environment with values I can readily sign up to. During my year in office I will be giving my full support to the Institution's three core themes: climate action; equality, diversity and inclusion; and professionalism. And the important wraparound for me: individually and collectively we need to authentically address these. Speaking up, speaking out; changing our behaviours; playing our parts in working for systemic change for the better.During my Presidential term I am keen to hear many stories from fellow professionals - about their approach to climate action, their views on addressing diversity, feeling inluded, and the extent to which they are able to let their authentic selves shine and help others to shine.My framing conditions for the year: I won't be flying anywhere in the role; I won't willingly be on panels that lack diversity; and I have a preference to attend events in a heavy metal t-shirt and jeans to press home the matter of being authentically sustainable, inclusive and professional.Together we can 'Make Earth Great Again'!

It is my great honour to have been appointed as Vice President on 21 June 2023. I have been a Member of CIHT since 2001 and became a Fellow in 2017. I have previously served as a CIHT Council member and also on the Board of Trustees. Throughout my career I have had CIHT by my side and been involved in various initiatives, the most memorable of which was CIHT FUTURES. In December 2022 I received the CIHT Institution Award.

Mott Macdonald Professor Of Future Mobility

Glenn is the Mott MacDonald Professor of Future Mobility at the University of West of England, Bristol, UK.He began his professional life as a graduate civil engineer followed by a PhD in modelling driver behaviour using artificial intelligence (well before the pursuit of driverless cars was in vogue). With this background in engineering and technology he quickly became more interested in the human dimension of, and societal context for, transport. His career research focus has been understanding and influencing travel behaviour in the context of ongoing social and technological change as the digital age has collided and merged with the motor age. He has variously been referred to as a transport planner, sociologist, and futurist. Glenn thrives on bringing constructive challenge to orthodox thinking. He is also a lifelong metalhead, perhaps emblematic of his love of ideas that question the mainstream.His postdoctoral career began at Southampton University where he was part of an internationally leading group in 'intelligent transport systems'. At the age of 33 he was appointed as Professor at UWE Bristol where he founded the Centre for Transport & Society. Before taking up his current role he was Associate Dean responsible for research and enterprise in a faculty of over 400 staff.Glenn has pioneered the ‘decide and provide’ transport planning paradigm and led the development of FUTURES – a six-stage vision-led approach to strategic planning for an uncertain world. He is the overall co-ordinator of the three-year pan-European project ‘Triple Access Planning for an Uncertain World’. With his current role as a member of the Welsh Roads Review Panel, and previous senior-level secondments into the UK Department for Transport and the New Zealand Ministry of Transport, he has considerable experience of stakeholder engagement across policymaking, consultancy and academia. He is also a trustee of the Rees Jeffreys Road Fund.

Associate Dean (Research And Enterprise) And Professor Of Transport And Society

Glenn was Professor of Transport and Society and founder of the Centre for Transport & Society (CTS) at the University of the West of England, Bristol (UWE). He was CTS Director from 2002-2010 and then became Associate Dean (Research and Enterprise) for the Faculty of Environment and Technology. As Associate Dean he was responsible for overseeing the research activity, staffing, strategy and investment across the Faculty and its 300+ staff as well as fostering enterprise across staff and students.His academic goal has been to improve and promote the understanding of the links between lifestyles and personal travel in the context of continuing social and technological change.His research has focused upon the role of new technologies in supporting and influencing travel behaviour and on attitudes towards transport. A former secondee and expert advisor to the Department for Transport’s Transport Direct initiative, Glenn has led major studies for the DfT and UK research councils into traveller information systems, teleworking, virtual mobility, travel time use, user innovation, road pricing and public and business attitudes to transport.

Glenn holds the Mott MacDonald Chair in Future Mobility based at UWE Bristol. Following over seven years in university senior management, this appointment sees him returning full-time to his love for transport. From 2002 to 2017 he has been Professor of Transport and Society at UWE Bristol.The appointment bridges between academia and practice and Glenn is dividing his time between the university and Mott MacDonald (on secondment). At a time of significance for the transport sector, the position aims to co-develop and extend transport expertise in relation to understanding and responding to a changing and uncertain mobility landscape, which is shaped by technological possibilities and societal needs and preferences. Glenn has undertaken a number of significant roles during his career in relation to examining future mobility in the face of uncertainty, including: Director of the Transport Visions Network; one of two specialist social research advisors to the Foresight project ‘Intelligent Infrastructure Systems’; and Strategy Director at the New Zealand Ministry of Transport leading the ‘Future Demand’ project. He was a Trustee of the Chartered Institution of Highways & Transportation (2016-2020) and is a Trustee of the Rees Jeffreys Road Fund. He is also a member of the Department for Transport’s Joint Analysis Development Panel.

The Rees Jeffreys Road Fund is an unincorporated grant making charity operating under a TrustDeed dated 4 December 1950. It was founded by William Rees Jeffreys (1872 – 1954), the first Secretary of the Road Board, which was the precursor of the Department of Transport. In 1937 Lloyd George described him a ‘the greatest authority on roads in the United Kingdom and one of the greatest in the whole world’.The Trustees of the Fund meet five times a year to consider applications to award grants. Research projects are considered as a high priority for the Fund alongside support of education and of physical projects.

The New Zealand Ministry of Transport made a small number of senior appointments to help enhance its focus on strategic and long term policy thinking for the transport system.Glenn was on part-time secondment to the Ministry as Strategy Director from February 2014 to January 2015. The specific work he has been leading has now been published on the Ministry's website: www.transport.govt.nz/futuredemand. The aim of the role was to provide thought leadership and intellectual challenge. The role, alongside other similar appointments, involved: identifying and addressing significant transport challenges; acting as a critical sounding board for the key issues the Ministry will be providing advice to Government on; helping to build Ministry capability and frameworks for analysis; and developing a strategy for research to help inform the major transport policy decisions for New Zealand.Glenn's main task was to lead a strategic project called 'Future Demand' which examined the following focal question: How could or should the transport system evolve in order to support mobility in the future? A scenario planning exercise developed four plausible and divergent scenarios for the year 2042. Quantified estimates of corresponding demand for car travel revealed that from 2014, plausible change in total car travel ranges from a 35% increase to a 53% decrease. The project produced a set of insights and recommendations for policymakers.Glenn was appointed in recognition of his longstanding expertise in the social and behavioural dimensions of travel and transport. He remarked upon his appointment, “this is an outstanding and exciting opportunity for me to be able to play a part in translating academic research and thinking into impact in policy and practice; it is the second time in my career that I have been seconded to a national government department and I welcome the chance to once again be working with colleagues in the civil service”.
