Glenn served his community as chief legal advisor and general counsel for the 8th largest county in Pennsylvania, including it's varied departments, agencies and authorities, with a focus on continuous improvement and LEAN principals.As a member of the county's Executive Leadership Team, Glenn provided daily counsel to the commissioners, department heads and other elected officials on a vast array of legal, non-legal and political matters. General responsibilities included prosecution and defense of civil actions related to the county before federal, state and county courts and tribunals; as the Right to Know Officer, he processed and responded to over 300 annual requests, as well as all appeals related thereto; drafted, reviewed and negotiated contracts, ordinances, resolutions, policies, and other legal documents; collected and enforced past due amounts owing the county; and provided public relation services with media, federal, state and local officials. Oversight responsibilities included management and supervision of assistant solicitors and staff, as well as numerous outside counsel.As Solicitor, faced with a growing opioid crisis devastating the county, Glenn commenced suit against the pharmaceutical manufacturers and distributors to offset county damages, and, as a member of the Drug Court Task Force, he assisted in the creation of the Opioid Treatment Court, providing alternate rehabilitative opportunities to those addicted to opioids. Glenn also spearheaded the creation of the Pleasant Acres Nursing Home Task Force, leading it through a detailed operational and financial feasibility assessment that culminated in a recommendation for the county to divest itself from that asset, resulting in a $30.2 million sale to a private institution. Glenn also established a unified, county-wide process for the creation, review and approval of all contracts, implementing procedures and policies to reduce exposure and costs while improving oversight and efficiencies.

Glenn distinguished himself as a seasoned trial attorney through his tenacious and successful advocacy both inside and outside the courtroom. Known by his colleagues for his perseverance, preparedness, and professionalism, he sought to obtain a full measure of justice for each of his clients if not through resolution then through trial, successfully represented them in a variety of commercial, construction and consumer related matters across Pennsylvania and Maryland.Creating a niche market, Glenn built a solid reputation for assisting start-up and existing entrepeneurs create a grow their businesses in York City and throughout the county. As a member of the Firm’s municipal section, Glenn served as solicitor for municipalities and authorities, as well as local and county officials. He was also the solicitor for the Pennsylvania State Mayor's Association, representing mayors across the Commonwealth.Formerly an assistant District Attorney for York County, as well as a Special Assistant United States Attorney for the Middle District of Pennsylvania, Glenn regularly defended clients who found themselves faced with the specter of a criminal prosecution, successfully helping them navigate through both the Pennsylvania and Maryland criminal court systems, including county ARD programs.

As an associate, Glenn was responsible for a large caseload that spanned insurance defense, product liability, commercial and real estate transactions, as well as matters of general litigation before local, county and state courts. Glenn also represented numerous municipalities and zoning hearing boards and built a successful criminal defense practice.

Glenn is a former assistant District Attorney for the County of York as well as Special Assistant United States Attorney for the Middle District under Project Safe Neighborhoods who was responsible for a significant caseload through either plea or trial.
