County SolicitorCounty Of York, Pennsylvania Feb 2016 - Nov 2018Glenn served his community as chief legal advisor and general counsel for the 8th largest county in Pennsylvania, including it's varied departments, agencies and authorities, with a focus on continuous improvement and LEAN principals.As a member of the county's Executive Leadership Team, Glenn provided daily counsel to the commissioners, department heads and other elected officials on a vast array of legal, non-legal and political matters. General responsibilities included prosecution and defense of civil actions related to the county before federal, state and county courts and tribunals; as the Right to Know Officer, he processed and responded to over 300 annual requests, as well as all appeals related thereto; drafted, reviewed and negotiated contracts, ordinances, resolutions, policies, and other legal documents; collected and enforced past due amounts owing the county; and provided public relation services with media, federal, state and local officials. Oversight responsibilities included management and supervision of assistant solicitors and staff, as well as numerous outside counsel.As Solicitor, faced with a growing opioid crisis devastating the county, Glenn commenced suit against the pharmaceutical manufacturers and distributors to offset county damages, and, as a member of the Drug Court Task Force, he assisted in the creation of the Opioid Treatment Court, providing alternate rehabilitative opportunities to those addicted to opioids. Glenn also spearheaded the creation of the Pleasant Acres Nursing Home Task Force, leading it through a detailed operational and financial feasibility assessment that culminated in a recommendation for the county to divest itself from that asset, resulting in a $30.2 million sale to a private institution.
