Leading a US Department of Agriculture funded peri-urban agribusinesses program and a US Agency for International Development funded business group development program. Provide direction and oversight of the program’s value chain development, market expansion, business group formation, and business development services activities. Successfully concluded a $3.8 million USAID funded business development and employment generation program which supported over 5,300 businesses and increased employment in the peri-urban areas of Mongolia by over 11,800 jobs. Coordinate program’s SME lending operations with partner commercial banks. Formed and trained a newly registered, Mongolia NGO, Development Solutions. Provide regular briefings with home office, US Embassy, donors and host government officials. Promote program achievements through national workshops and local media.

Supported the Country Director in all aspects of planning and management of business development, employment generation, and cooperative development programs. Prepared internal and donor reporting. Supported Country Director in strategic planning and budgeting for 19 program offices and provided interim program leadership in the absence of the Country Director. Managed implementation of short-term engineering study to improve GER Initiative construction loan analysis. Supervised annual khashaa (home) valuation survey.

Led tsunami recovery efforts in the Galle and Matara areas of Sri Lanka including an OFDA funded transitional shelter and cash for work program. Oversaw the 18-month $5.8 million project to construct over 500 permanent houses for tsunami affected families living in Southern Sri Lanka. Provided full project cycle management including project design, planning, management and conclusion. Served as primary liaison with private donors, Sri Lankan government, and local and international NGOs. Provided financial oversight ensured achievement of targets.

Manager of a micro and small enterprise lending program operating in 19 counties of Romania with total loan capital of $8.8 million from USAID, OPIC, the World Bank/Government of Romania, and other sources. Supervised all lending staff including loan portfolio manager, branch office teams of analysts and loan officers. Achieved repayment rate of 99% with a 2% portfolio at risk. Led CHF’s initial response to the 2005 floods in Western Romania. Assessed flood damage and developed community grants program to help rebuild damaged communal property. Supported the CHF Country Director on operational management and loan product development. Coordinated programmatic activities with CHF’s partner NGOs and Community Financial Institutions. Supervised five US Peace Corps Volunteers working on the program.

Manager of a micro-enterprise program with a portfolio of over 4,000 active loans. Directly supervised the Finance, Administration, MIS and Human Resources Departments of the program. Conducted program client site visits, reviews of loan applications and provided final loan approval for northern branches. Supported the CHF Country Director with loan product design and overall programmatic development. Prepared fiscal year budgets including detailed cash flow projections using financial modeling software. Coordinated monthly programmatic and financial reporting to CHF/HQ, USAID and the Government of Jordan. Specially assigned to oversee conversion of loan tracking MIS including the design, training, and implementation of a new system in concert with three other USAID-funded Microfinance Institutions.

Coordinated U.S. activities including tracking field project developments, budgeting, carrying out strategic planning, and reporting to donors for projects in Romania, Palestine and Azerbaijan. Project portfolio totaled over $20 million including $5.9 million in loan portfolios. Programs focused on economic development, community financial institutions, housing and small and medium enterprise micro credit, community services grants, NGO capacity building and micro entrepreneurial training. Also provide U.S. support for CHF programs operating in Poland, Haiti, Lebanon, Mexico, Belize and the Eastern Caribbean. Researched new home and home improvement loan programs in Belize for the Organization of American States-Caribbean Disaster Mitigation Project. Field-tested in Haiti a CHF designed self-assessment tool for microfinance institutions to test the viability of adding home improvement loan products to their portfolios. Conducted loan projection and analysis of various CHF credit activities utilizing the latest in micro credit financial modeling software.
