Obtained Department of Justice grant funding to provide emergency response data broadcasts to school police and other first responders. This first of its kind capability was recognized by the International Association of Chiefs of Police in 2010.Designed CCSD backup Emergency Operations Center, Amateur Radio Emergency Services station, and interconnections throughout the community for use in emergency. Contributed to the development of CCSD communications gap analysis for over 1,000 wireless users in a district serving over 300,000 students and 25,000 staff. Obtained nearly 1 million dollars in federal grant funds to rebuild six rural translator sites and completely replace a primary broadcast tower, antenna and power distribution system.Consistently meet budgetary and time restrictions. Established in July 2010, the National Council of Statewide Interoperability Coordinators (NCSWIC) assists State and territory interoperability coordinators with promoting the critical importance of interoperable communications and the sharing of best practices to ensure the highest level of interoperable communications across the nation. NCSWIC members are composed of Statewide Interoperability Coordinators (SWICs) from the 56 States and territories. In this key role, SWICs leverage their relationship with partners involved in responding to disasters at all levels of government to advance long- term emergency communications initiatives. NCSWIC members strive to enhance the response capabilities of public safety responders by coordinating and collaborating with Federal, State, local, Tribal and non-governmental public safety responder agencies.The Department of Homeland Security’s Office of Emergency Communications (OEC) is the lead coordination office for the NCSWIC and recognizes the critical role the SWICs serve in organizing and executing the interoperability effort in all the States and territories. SWICs, OEC, and other Federal partners attend semiannual in-person meetings where they have the rare opportunity to convene in one location to establish and nurture partnerships, share best practices and lessons learned, and ultimately make considerable strides in identifying and addressing interoperability gaps across the country.MissionBy developing professional partnerships and collaborating with public safety responders and policy makers, the NCSWIC promotes awareness of the critical importance of public safety communications. Led engineering and operations team for Chicago’s #1 Spanish-language television station. Organized and implemented digital television, electronic news gathering, control room and production automation, and an overall renovation of all station facilities. Responded to a catastrophic fire and failure of a 60 kilowatt transmitter on the 101st floor of the Sears Tower, isolating the destroyed system, engineered a solution, and resumed broadcasts within 12 hours. Led cleanup and restoration efforts. Worked closely with facility managers for the John Hancock Center and Sears Tower, two of North America’s largest buildings. Provided safety and occupational training to staff and management. Managed spectrum relocation efforts at 2 GHz with Sprint-Nextel.

Reporting to the VP of Engineering and Operations, I led a team of thirteen broadcast engineers in support of an around-the-clock operation. Reduced technical errors by 90% through aggressive monitoring and maintenance schedules. Reduced overtime costs to lowest level of any department. Designed, managed and approved near-tripling of satellite downlink facilities. Coordinated engineering for 2005 World Series Championship parade and rally. Surveyed, developed plan and provided multi-venue broadcasts with only hours of advance notice.

Performed component-level repairs on all shipboard electronic systems, from radar equipment atop masts to sounding sensors on the hull bottom.
