- Formulate measures for the consideration of the local council and provide technical assistance and support to the mayor, as the case maybe, in carrying out measures to ensure the delivery of basic services and provision of adequate facilities pursuant to Section 17 of Philippine Republic Act 7160 otherwise known as the Local Government Code of 1991 and which general service expertise and technical support services.- Develop plans and strategies and upon approval thereof by the mayor, as the case maybe, implement the same, particularly those which have to do with the general services supportive to the welfare of the inhabitants which the mayor is empowered to implement and which the local council is empowered to provide.- Advertise and/or post the invitation to bid/request for expression of interest.- Preside on the conduct of pre-procurement and pre-bid conferences.- Receive bids and conduct the evaluation of bids to determine the eligibility of prospective bidders.,- Undertake post – qualification proceedings and resolve motions for reconsideration in case of bid rejections.- Recommend award of the contract to the Head of Procuring Entity and to recommend the impositions of sanctions in accordance with Rule XXIII of Philippine Republic Act 9184 or the Government Procurement Act.- Recommend to the Head of Procuring Entity the use of Alternative Methods of Procurement as provided in Rule XVI of Philippine Republic Act 9184 or the Government Procurement Act.- Responsible for ensuring that the procuring entity abides by the standard set forth by the Government Procurement Act and its Implementing Rules and Regulations. - Prepare the procuring monitoring report that shall be approved and submitted by the Head of the Procuring Entity to the Government Procurement Policy Board.

- Take custody and exercise proper management of the funds.- Receive daily collections from local tax collectors.- Liquidate remittances and record the same to the Electronic Statement of Revenue and Expenses (eSRE).- Monitor accountable forms and the local tax collector’s accountabilities.- Timely deposits of all collections to designated government depository banks.- Monthly bank reconciliation with SRE and Accounting Department.- Monitor the collection efficiencies and targets.- Dispense the function of the Municipal Treasurer in case of absence

- Prepare for the roll – out of the budget preparation as promulgated by the Philippine Department of Budget and Management Memorandum Circulars and the Local Government Code of the Philippines.- Prepare and consolidate the Executive Budget for the consideration, adoption, and approval of the local council.- Review the budget of the barangay (village/community – smallest Filipino political unit) within the jurisdiction of the Local Government Unit if it is in accordance with the existing Philippine laws, budgeting rules, policies, and regulations.- Prepares budget analysis as to appropriated and obligated funds.- Conduct budget research on proper budget planning and execution.

- Develops and adheres to prescribed methods, principles, and standard operating procedures in processing financial transactions related to cost reports and budget allocation in the assigned business unit or department. Ensures data integrity of all accounting records.-Leads and manages the heads and representatives of the assigned business unit during departmental budget preparation. Conducts first – level review and approval of budget templates.-Prepares and submits summary of budget information and cost reports for a specific period or timeframe. Ensures data provided follow the cost reporting and budget information template.-Conducts cash requirement and financial productivity forecasting for the business unit. Directs the business unit head in financial resource planning for appropriate spending activities to maintain the prescribed productivity.-Manages, reviews, and approves all cost – related activities in the assigned business unit. Guides the business unit head in proper monitoring of actual cost and resource allocation to maintain the department’s financial objectives and cost efficiency. -Monitor and analyzes cost variances on actual spending and budget allocation for a calendar period of a business unit. Present summary of analysis and action plans to Treasury officer and Treasury and Budget Manager.-Prepares capital budget requests for purchase of Property, Plant, and Equipment – related items and services. Checks allocation of CAPEX request in the approved budget of the business unit. Prepares supporting documents and departmental approval of requests and submits additional justification as necessary.-Analyzes important items in the cost reports of the assigned business unit, such as labor and material costs.-Leads in the periodic inventory count and reconciliation of farm materials based on SAP inventory data

Sangguniang Kabataan ("youth council" in English), commonly known as SK, was a youth council in each barangay in the Philippines, before being put "on hold", but not quite abolished, prior to the 2013 barangay elections.[1] The council represented teenagers from 15 to 17 years old who have resided in their barangay for at least six months and registered to vote. It was the local youth legislature in the village and therefore led the local youth program and projects of the government.
