I provide consultancy and technical expertise in a personal capacity for clients seeking expertise on logistic services in the oil and gas industry, with a focus on tender preparation, logistic base planning, establishment and operation, and business development strategy.

Malta

I was invited to join the board as Technical Director as part of Medserv’s succession plan while at the same time being engaged as a full time consultant to the company. This included advising Medserv on new markets whilst at the same time establishing industry contacts. I also assisted the company’s BDM in Medserv expansion plans in Egypt, Trinidad, Mauritania, Suriname, Senegal, and most recently, Oman and Lebanon.

In 2007, Medserv's private owners decided to float the company on Malta stock exchange which follows EU regulations. This was deemed as a fundamental decision to conform to the O&G requirements for transparency and accountability. The float was successful and launched Medserv on a road to expansion in which I played a key part as the responsible for all company operations excluding finance. Highlights of this period including the expansion and establishing of logistics bases in Cyprus (2013) and Portugal ( 2015). Major projects handled were Operations servicing 3 Offshore rigs drilling Offshore Libya, Green Stream project construction of a gas pipeline Libya to Sicily, erection of Sabratha platform and hook up, major maintenance and engineering works on DP3, DP4 and Sabratha platforms on start after the end of Libyan revolution.As a result of the uncertainty in Libya major expansion works were carried out in Malta. These included construction of a 45,000 sq. meter dedicated pipe yard and construction of a 1650 sq. meter warehouse.In 2014, I was the structural engineer responsible for the design and erection of an 8000 panel solar farm at Medserv's base. These panels were placed on all warehouses as well as on suspended steel frame structures over the parking areas and mud plant. This remains to date the largest solar farm in Malta.I spearheaded companies efforts to diversify into maintenance projects. Through these efforts, Medserv was awarded a 3 year Offshore paint maintenance project with a value of over €5 million as well as a Dredging project for Mellitah Harbour in Libya.During this period I support all efforts to continuously upgrade Medserv’s HSSEQ to keep up with industry standards, including ISO 9001:2015, ISO 14001:2015 and OSHAS 18001:2007.

Malta

As the appointed General Manager of Medserv, my responsibilities included supervision and completion of the new logistics base and a seamless transfer of materials and Operations during an intensive Offshore Libya drilling campaign, establishing a new multi user facility logistics base in Misurata Libya for ENI, Petrobras, Amerada Hess and Nippon with facilities for service companies, Halliburton, Schlumberger, Baker Hughes and Weatherford amongst others. This base was in partnership with the Misurata Freezone Company and I was in charge of all negotiations. During this period, I guided Medserv to obtain ISO 9001 certification.

Malta

Engaged as a consultant to design Medserv new logistics base at Malta Freeport. Was responsible for all civil, architectural and structural work as well as directing electrical and mechanical disciplines. Guided EIA proposals to Malta Planning Authority. Work involved site leveling, construction of offices, warehouses and ancillary facilities, pipe racks and all utilities. Quay preparation including floor slab, area lighting, construction of bulk plant and fenders.
