As a seasoned professional with over 24 years of leadership experience in private and public sectors, I specialize in creating inclusive, scalable and replicable digital transformation strategies for lower- and middle-income countries. Under my leadership, teams successfully pitched strategic directions for downstream investments by both public and private sectors, constructing the essential building blocks of the digital public infrastructure (DPI). My efforts in digitalizing high-impact use cases of public service delivery have led to notable improvements in social protection beneficiary targeting, life events management and business services. I spearheaded the program that digitalized the Persons-to-Government (P2G) payments for the federal Inland Revenue and Customs, which enabled an annual revenue collection of PKR 9 trillion (US$ 32.4 billion) through this digital platform. This initiative was then expanded to all provincial governments, incorporating successful change management across various stakeholder groups. I led the digital transformation of the utility bill (Power & Gas) collection system, serving as a bill payment aggregator. This system handled transactions totaling an annual turnover of $3.5 billion and it created over 17,000 self-employment opportunities through integration with all available digitally-enabled payment systems. My responsibilities also extended internationally, overseeing the planning and execution of key DPI building blocks, including Digital ID, data sharing and digital payments in Nigeria, Sudan, Somalia, Kenya, Bangladesh and Sri Lanka. These projects, supported by investments from multilateral agencies including the UNHCR, World Bank, DFID and USAID, have helped shape digital economies and infrastructure in these regions. I have consistently led and maintained dialogue with policy and regulatory affairs stakeholders, addressing both supply and demand-side challenges of scaling the digital economy. This includes developing and adopting high-priority use cases of digital public infrastructure and developing its key enablers, such as personal data protection frameworks and laws. As a regular participant in global forums related to DPI and broader digital development challenges, I contribute insights and strategies that advance global engagement and development in the field of digital transformation.
