Gokce Baykal is a political scientist, by training and independent consultant, whose main research focus is within the borders of politics of poverty alleviation, analysis of social protection programs, and its political and social impact on beneficiaries, women empowerment and more recently, social protection in humanitarian setting, in other words, humanitarian provision programs, mainly cash transfers (ESSN) and CCT-e targeting Syrian/non-Syrian refugees in Turkey. Her doctoral dissertation analyzed the political and social impacts of a social protection program called conditional cash transfers (CCTs) on the poor Kurdish and Roma women in Turkey. Throughout her career, she has combined a Political Science Ph.D. and an impact evaluation consultancy work with an international teaching experience. She has worked as a consultant on a number of impact evaluation projects commissioned by a number of reputable organizations such as UNDP, UN Women, UNICEF, ILO, WFP, British Council and European Council. The consultancy job responsibilities include: elaborating fieldwork materials, moderating focus group discussions, holding key informant interviews with program stakeholders, collecting the original data in the field; coding and analyzing the data using NVIVO software, drafting/writing/submitting the final report; presenting the findings in the relevant venues. She is passionate about making a contribution to the formulation of better social protection policies speaking to vulnerable populations' needs in the world.
