• Spearheaded best practices exercise after Karzai election, to streamline written management protocol for incoming parliamentary elections staff. • Created "UNOPS Afghanistan Elections Field Manual" as a turnkey tool kit for elections operations managers in the field.• Designed and implemented trainings for 100 incoming national and international elections workers.

• Planned and executed province-wide preparations for Afghanistan's 2004 presidential election, including UN compound and polling site set-up. • Led team of 15; delivered $300K cash each month to 2000 national elections workers.• Directed security and communications training for all team members.• Liaised with military for all elections related issues, to ensure adequate security at polling stations.

• Established and managed Mercy Corps’ southernmost Iraq field office in Amarah. • Directed all aspects of program delivery, from project selection and community relations to NGO coordination and security issues. • Built 20 schools in cooperation with wide spectrum of Iraqi community, with $3m annual budget. • The TCS program cared for over 5,000 war-displaced people in 40 sites throughout Kosovo. • Directed transition of shelter program from UN to local government oversight. • Met frequently with Kosovar and UN officials to design handover strategy. • Conducted site visits, developed policy, and wrote and disseminated UNMIK Temporary Community Shelter Procedure Manual.

• Led Kosovo-wide handover from UNHCR to UN Department of Local Administration oversight.• Raised $1.5 million in operational costs to keep shelter doors open during uncertain transition.• Reviewed and oversaw service delivery to 40 shelters.• Wrote and disseminated program policy papers.

• Led UNHCR’s regional coordination effort during the winter shelter emergency of 1999-2000. • Facilitated shelter meetings for 30 NGOs; monitored for gaps and overlaps of emergency assistance. • Maintained and distributed database of regional shelter progress with data from over 200 villages. • Conducted field visits and site assessments to identify priority interventions.
