• Managed the design and construction of a new residential and small commercial solid waste transfer facility, with a total budget of $50.5M USD on a constrained 4-acre site. The site consisted of a 34,000 square-foot pre-engineered metal building, a 1,200 square-foot timber office building, a 3,300 square-foot scales canopy housing 3 bi-directional truck scales, and a 1,700 square-foot recycling depot. • Obtained local municipal and Federal permits to facilitate on schedule construction phase progress.• Lead evaluation of 5 proposals and award of general contractor for construction within planned budget.• Liaised with neighbouring property owners to discuss and address concerns.• Reviewed and approved progress payments, based on schedule of values and on-site construction progress.• Forecasted spending for future months for departmental fiscal reports.•Served as point of contact for public relations and media releases on project progress.

• Planned capital and operational parking projects for upcoming 5 years - $3M USD annual budget.• Negotiated and implemented cost-saving innovations for parking operations - savings of $4,000 monthly.• Forecasted spending for each project for departmental fiscal report.• Authored and lead the update to City bylaw to meet strategic transportation plan short term goals. • Managed site services and warehouse on a $520M USD heavy industrial construction site – 500+ workers daily.• Site services responsibilities included the management of monthly expenditure and coordination of: 42 office trailer rentals and maintenance, hauling of construction garbage and recycling, site dewatering, rental and maintenance of 40 portable washrooms, pest control, site traffic modifications, site laydown configuration, site security management, safety infrastructure, site traffic management and municipal permit procurement.• Warehouse management included: receiving, appropriate storage, distribution, and shipping of tools, and safety equipment. • Directly managed 13 craft workers, 1 engineer, 2 labourers, 1 buyer and 1 administrative assistant: balanced and approved labour hours based on output goals and budget, approved vacation and overtime, resolved conflicts within team, authored work-plans, undertook team building exercises, and lead daily safety meetings.• Managed receiving, storage and distribution of tools and imported temporary and permanent equipment and materials, including hazardous material - observing WHMIS. • Forecasted monthly spending based on output goals and required effort - $350,000 maximum monthly budget.• Contributed to the construction of 48 no. 40’ diameter - 110’ tall grain silos, 1 no. 240’ tall cleaning tower, and 1 no. 180’ tall scaler tower ahead of schedule leading to $500K+ USD in savings.• Inspected forms and equipment for slip readiness, creating punch-lists and driving corrective works.• Participated in all slips on the project (5) as deck engineer responsible for overall quality control.• Authored various work plans in the delivery of temporary structures, to facilitate continued safe progress of work.

• Lead the procurement of a qualified consultant to deliver the Rapid and Conventional Transit Planning and Design project, as a high-priority, city-shaping project aimed at meeting the city’s strategic transit plan.• Created framework for ushering design from preliminary to finalized with a budget of $3M USD.• Authored the request for proposals and lead the public procurement process through to contract negotiations and award.• Lead the start-up of project, authoring the required reports for local government leaders.• Coordinated public relations consultant in the delivery of an accompanying project media campaign.

• Responsible for inspection of construction activity - $600M USD, annual maintenance - $2.5M USD, and annual operations - $1.6M USD activities. • Represented the Government of Jamaica (GOJ) locally and internationally in all meetings pertaining to toll roads.• Liaised and coordinated between 2 separate international concessionaires (French and Chinese), their representatives, and appropriate GOJ entities to facilitate capital project and operational successes.• Performed weekly roadway operations inspections (29 miles – 4 lane highway), as well as construction activity inspections (45 miles – 4 lane highway) and created detailed reports for stakeholders.• Presented technical and financial inspection findings to ministers of government and other stakeholders.• Ensured adherence of operators to their contractual standards for construction, maintenance and operations of toll roads in Jamaica.

• Supported the project manager in all aspects of the construction of a $42M USD yacht provisioning facility consisting of: warehouses, boathouse, 750K gallon reverse osmosis plant, 1M gallon potable water storage, 5 generator electricity plant, 400K gallon diesel storage tanks, 2 parking lots, roadways, and heavily landscaped areas.• Redesigned and supervised the construction of paved parking lots, as well as storm and sanitary sewer systems.• Liaised between clients, various contractors and government officials to ensure project success.• Supervised and inspected the construction quality of 1 high-end residence with a project value of $1M USD, and 1 small commercial building with a project value of $350K USD).

• Contributed to 17 major big box project designs including site layout and civil design costing ~ $7M USD.• Balanced and graded sites, designed paved areas, storm and sanitary sewer systems and electrical layouts using AutoCAD Land Development Desktop (now Civil 3D) and PayDirt.

Involved in the development of due diligence reports, commercial site re-design to conform to local government comments, participation in regular project meetings with clients and contractors and site grading, utilities layout and small-scale parking lot design.
