This was a fixed term contract to help to procure the waste disposal contract for Hull City; and East Riding of Yorkshire Councils. I played a key role in the project as part of multi disciplinary team, taking a lead role in the writing of specifications and collaborating on performing project assurance, due diligence functions and collaborating on tender evaluation. Originally my contract was for 2 years but it was recently further extended to October 2015. I am now involved doing similar work on various Teckal type agreements for Hull CC.

Manager of a team of engineers, technicians and trainee technicians varying in number from 12 to 9 including the following disciplines highways, traffic signals, street lighting, and for a time, structural engineering and water course management. Projects managed included environmental projects (public realm), cemetery construction and lock gate refurbishment. Responsible for resource planning and workload management. Typically delivered £9-10m of highway schemes per annum. Some design procured through consultancy framework agreements and some site works through term contracts. Other site works procured through one-off contracts or via the Council’s Direct Labour Organisation. Projects were delivered within a quality management system certified by BSI to ISO 9001 2008. Was named “owner” of the QMS. CDM Co-ordinator on numerous team projects.

Similar role to Apr 96 to Nov 02 except Quality Assurance audit function performed by others and Planning Supervisor role changed to CDM Coordinator role. Additional personnel responsibilities e.g. recruitment, discipline and staff development.Key Achievements:- Developed and Implemented Framework Agreement for Highway Design Consultancy Services. Managed consultant performance as well as own team.

Responsible for planned and reactive maintenance of Hull’s highway network and for monitoring and control of activities by others (including Statutory Undertakers) within the public highway. In charge of 4 senior highway technicians and 5 highway inspectors. Responsible for recruitment, discipline and staff development.Key Achievements:- Development and implementation of highway maintenance and other policies; procurement of GIS based highway maintenance management system; improved reliability and timeliness of highway safety inspections; improved Best Value Performance Indicators for road and footway condition

Leader of a team of 5 engineers and technicians and 1 clerk of worksDesign, contract documents and site supervision of highway maintenance and improvement schemes, traffic calming and major junction alterations up to £500,000.Acting Engineer on ICE Minor Works Contracts. Lead Quality Assurance Auditor.Planning Supervisor on varied schemes including demolitions and moving bridge refurbishment schemes.Engagement, briefing and evaluation of performance of external consultants on minor highway schemes under framework agreements.
