As Deputy Director Defence Programme Coordination (DDPC) - Air Force, I led a team of strategic analysts enabling over $25B in Ministerial and Treasury Board submissions to modernize existing or acquire new capabilities for the Royal Canadian Air Force (RCAF). Established a new head-quarters within the Canadian Forces Air Warfare Center, Trenton, consolidated the command and control of five existing Test and Evaluation Flights (TEFs) and stood up two additional TEFs including:- Maritime Helicopter Test and Evaluation Flight (MHTEF) at Shearwater, Nova Scotia, responsible for the CH-148 Cyclone Maritime Helicopter.- Long Range Patrol Operational Test and Evaluation Flight (LRPTEF) Greenwood, Nova Scotia, CP-140 Aurora long-range patrol aircraft.- Transport Operational Test and Evaluation Flight (TOTEF), Trenton, Ontario, supporting CC-130J Hercules, CC-177 Globemaster III, CC144 Challenger, and CC-150 Polaris transport aircraft.- Land Aviation Test and Evaluation Flight (LATEF), in St. Hubert, Quebec, supporting the CH-147F Chinook and CH-146 Griffon.- Fighter Operational Test and Evaluation Flight (FOTEF) in Cold Lake, Alberta, supporting CF18 Hornet.- Search and Rescue Test and Evaluation Flight (SARTEF) in Comox, British Columbia, responsible for the new C295 Fixed Wing Search and Rescue aircraft, CH-149 Cormorant, CC-130H Hercules and CH-146 Griffon search and rescue fleets.- Aerospace Test and Evaluation Flight (AEROTEF) co-located with 434 Sqn HQ in 8 Wing Trenton. Evaluating ground-based aeronautical systems such as radars, navigational aids, meteorological systems and data links.
