Chief Systems Engineer And Head Of Design Assurance

As the Chief Systems Engineer and Head of Design Assurance in a £1b+ cross-government MSP Programme I stood up and led the SE and architecture governance functions of the Programme. Reporting directly to the Programme Architect, I significantly increased the Systems Engineering maturity across the entire lifecycle – particularly in Requirements; Configuration; and Risk Management. In addition, I provided vital assurance to the Programme Architect, Manager and the Senior Responsible Owner (SRO) allowing early management intervention and reducing rework.Responsible for the effective application of SE across the Programme, I tailored the SE process so that it focused on key risk areas and captured this in the Programme’s SE Management Plan (SEMP). I used this to provide direction and leadership across the engineering teams.I coached the wider Programme in the selection and production of the highest value MoDAF artefacts and ensured that the solution was compliant with the relevant legislation (RIPA; ATCSA; DPA; and EU DRD) as well as the Cabinet Office Security Policy Framework.I coached the Project teams on subject matter partitioning and the correct application of UML during the creation of the logical architecture, ensuring that RIPA and the Codes of Practice were correctly transposed as part of the requirements/design. I also coached the Project teams in solution option evaluation techniques including the assessment of build vs. buy decisions.Execution of this role involved engagement with board members; external suppliers (both commercial and other government departments); and a senior external review body. I have personally delivered and justified challenging review conclusions in a board format outlining clear remedial actions quickly earning the trust of the external review body.

Lead Systems Engineer

As Lead Systems Engineer I led a team in the production of a bid proposal to another government Programme, securing £100m+ of additional external funding and enabling greater efficiencies and timely delivery across government.I quickly gained an appreciation of the internal political sensitivities; and the external customer’s drivers. I then built a productive virtual team through a series of workshops aimed at developing a common goal. This resulted in the production of a proposal that our organisation was able to commit to and the external customer was convinced added value to their Programme.The proposal detailed an ITIL V3 service to be offered across government and was realised by significantly increasing the scale of an existing IL6 OLAP Oracle database; and bringing on-line additional data feeds. Implementation of this service required significant business process re-engineering.

As Lead Systems Engineer for a £100m+ MSP Programme of Work, I helped define the strategy and then led a team of 20+ Systems Engineers in the partitioning of the Programme into several distinct Tranches; and discrete PRINCE2 projects. I successfully oversaw the Implementation; Integration; Verification & Validation of the first 2½ years of this portfolio.Responsible for all mobile communications and support to military operations capabilities; I created the MoDAF architectures and roadmaps and ensured that the capabilities were successfully transitioned into operation giving UK forces vital force protection and directly saving lives.The portfolio spans Data Acquisition; Processing; Storage; OLTP; OLAP; Visualization; and Communications as well as covering all aspects of People; Process; Information; Technology; and Facility. Both development and deployment took place with international partners and in a very constrained; heterogeneous; and security conscious environment.To execute this role effectively, I needed a detailed understanding of the workings at all layers of fixed and mobile telecommunications services as well as HF/VHF radio communications. The solutions were wide-ranging and built-upon Linux and Windows using C++; Java; and Oracle as well as including bespoke hardware components using FPGAs. I ensured the successful integration of the applications with TIBCO and FTP based transport mechanisms over WAN/LAN networks and Fibre; SatCom; and Microwave links (including new deployments).Throughout this period, I led; coached; and developed a rainbow team of 20+ Systems Engineers in areas such as MoDAF; stakeholder management; requirements elicitation and management; facilitation; architecting; design; and integration. I have also led by example, being one of the few of the SE leadership to run training courses on SE & consulting skills.

As Technical Director for a £40m+ MSP Programme Tranche, I led a team of System Design Authorities (SDA’s) in the production and execution of product roadmaps reducing duplication and overlaps in the product catalogue.By creating a System of Systems architecture model in UML, I ensured that all changes to these data acquisition and processing systems were successfully integrated with corporate repositories. This role required a detailed understanding of satellite and mobile communications services.Part of this portfolio was a joint development with international partners and I represented our organisation at international design reviews, ensuring the wider system met our requirements.During this time, I also built the wider community of SDA’s by instantiating and running a successful community forum across the whole department. This resulted in better sharing of plans and caught integration issues early, reducing rework and time to market.

As an Enterprise Architect I led a team in the joint development of an enterprise information model with our international partners. The model was defined in UML and several standard mappings (including binary and XML) to data formats were developed along with a set of supporting Java APIs. This work involved liaising with our developers and representing them as chair of an international working group. The work directly contributed to significant reductions in integration costs across our partner agencies.In addition, I led the introduction of the DoDAF Architecture Framework to the organisation. I wrote standard mappings of UML to DoDAF views and captured these as ViewPoint descriptions.
