As Director of Consulting, Graham was responsible for the success of his clients and CGI's work with them, as well as accountable for the P&L of his accounts, service level agreement (SLA) compliance, personnel and technology. This role included hiring, mentoring and leadership of DevOps team members, leading in alignment to Agile values and principles, business development (including RFP/proposal authoring, team management, vendor engagement, executive approvals and final review), deep legal issue and contract management, change order author and approval, financial acumen, project review for SR&ED eligibility, technical expertise, process innovation and involvement in HR processes.

iEHR-PLIS is one of the eHealth pillars to transform the delivery of BC health care services. The Provincial Lab Information System [PLIS] is the first databank in BC, consolidating diagnostic laboratory test results for use by over 11,800 active clinicians across the province. The system currently processes 8.6 million laboratory results messages monthly and provides the authorization/authentication services (Health Information Access Layer [HIAL]) for other BC initiatives such as PharmaNet, Panorama and BC Registries.As Service Delivery Manager, Graham was responsible for coordination of a distributed team (Burnaby/Vancouver/Victoria) and ultimately successful delivery of all aspects of CGI's PLIS delivery on a 24x7 basis. Graham worked onsite with the Oracle BC team and coordinated CGI resources with Oracle’s vendor group (TELUS, Quest, subcontractors), Provincial Health Client Identity Management (HCIM) registry support team and clients (eHealth, the BC Health Authorities, Ministry of Health). CGI was contracted in October of 2007 to provide Application Maintenance and Support (AMS) to 42 Ministry of Education and Advanced Education applications. These applications range widely in technologies (e.g. J2EE applications, Oracle RDBMS, legacy OpenVMS/Powerhouse, MS Access) and user bases (single users, to over 130,000 simultaneous users).As a Team Lead/Project Manager, Graham is responsible for coordination of development resources, definition of DevOps team processes and training, and ultimately successful delivery of all aspects of Java/Oracle based applications under the AMS. Started as Junior software developer and progressively promoted to Senior Project Manager, Graham provided consulting services on behalf of Vivid to many BC Provincial / Federal clients and private business. As a consultant at AMS, Graham performed Oracle Database administration and Forms programming, as well as end user support for Windows NT based network for several departments of the Northern Territory government.As Database Administrator, Graham assisted in the design of the data structures defined for the Titles Management System (TMS) (Department of Mines and Energy), he created and managed these structures within the database, facilitated backup, import/conversion, export and entry of data/database while it was under construction. He was also responsible for maintaining and producing documentation of the system as it developed.As Forms Developer, Graham upgraded the Coastal Resources Atlas (CRA)(Department of Lands, Planning and Environment) to Oracle Forms 3.0/ Reports 1.1 to Forms 4.5/Reports 2.5, providing additional functionality. The upgrade involved a considerable degree of enhancement, making it well beyond a porting exercise. He was responsible for developing the new appearance of the system as well as creating system documentation and performing user acceptance testing.

Included the analysis, design, development, documentation, remote testing and final deployment of seven major presentation software products (GPSTracker, Multimedia Builder (MMB) and Player, Trainer+; application and applet versions) for commercial release, on various computer environments. Java and HTML were the primary development languages used for these systems.Graham performed the entire design, analysis, data modelling and implementation of six products, as well as providing additional enhancements and support for all seven. Two products involved interfacing to GPS devices using third party software drivers to obtain remote telemetry data.

In this position, Graham was involved in an intensive hardware/software installation during the integration of 100 new PCs, printers and associated LAN support devices. As these new PCs often replaced older PCs, the reconfiguration and assignment of the existing PCs was also a major task of this position. It also included user support and extensive documentation of procedures used in all phases.

This role consisted of the upgrade of 75 PCs from older PCs parts, as well as user training on the new systems, as they were introduced. Installation of new fiber optic network infrastructure was also involved.

As Network Administrator, Graham provided the administration of 250 PC’s (IBM, Macintosh) and printers over a Novell based WAN, with PC’s running Windows 95/NT. Regular backups, server maintenance, license management and general system support were performed, as well as user support and documentation were involved. He also assisted in the planning and procurement of new equipment, including network servers and PCs. Several New PCs were introduced to the department, requiring their configuration and assignment to users. Where possible, existing PCs were reconfigured for users with older PCs and then reassigned.
