Graham’s career spans a diverse range of leadership, governance, consulting and expert advisor assignments in urban development settings. These include infrastructure, transportation, defence, urban development, place making, community support and economic development. Graham is a qualified urban planner and accredited Investment Logic Mapping practitioner. Graham's consultancy focus provides leadership and advice into strategic planning, policy development, investment prioritisation, whole of life and sustainability assessments, project inception, option testing, business case justification, and implementation. He has led or participated in numerous statutory reform, peer review and quality assurance roles.His extensive experience in successfully working with a variety of stakeholders includes public engagement and consultation across a range of infrastructure, urban and primary sector issues. Previous senior roles for local and central government provide a broad appreciation of 'public good' issues, policy and operational practice, and how to successfully lead large multi-disciplinary teams. His track record is of delivering great results for projects identified as ‘challenging’.He brings to assignments a strong understanding and hands on experience in all facets of land use, place making, multi-modal transportation, environmental assessment and economic development. This includes assessments and advice on funding and governance considerations, aided by his involvement as a member of infrastructure focused Boards. Graham has completed the NZ Treasury training in 'Better Business Cases' and is an accredited Investment Logic Mapping facilitator. He has particular expertise across the Resource Management Act, Local Government Act, and Land Transport Management Act. Assignments have included senior advisory roles into legislative reforms, involvement in a Department Of Prime Minister And Cabinet sponsored urban management project, Independent Quality Assurance reviews, and ‘hands on’ leadership and management roles for $100m plus infrastructure projects.
