TPLC provides independent professional consultancy advice for land managers, developers and user groups who work with public land and Victoria's road network and professional development for local government and land managers (http://publicland.com.au).Grant is delivering a diverse range of of training courses to professionals from local government, state government agencies and authorities and those from the private sector with a desire to better understand statutory law relating to public land, the planning system and environmental regulation. These courses include Environmental Law and Risk for Councils as land managers, the planning System for Referral Authorities and Subdivision Law. Grant has come to appreciate many of the challenges faced by local government in understanding and dealing with their statutory obligations. Grant has also prepared specific advice for clients on a range of policy and implementation 'problems'. These include a review of road discontinuance and sale policy, site specific advice on a water frontage licences and road proclamations, boatsheds and coastal processes, and the identification of options to reduce the costs of managing landfills and quarries. His clients have included metropolitan and rural councils, port and water authorities, state government agencies and individuals.

Grant managed the Department's statutory planning function, seeking to balance the Department's role as a referral authority under Victoria's land use planning system while delivering process improvements and efficiencies. Grant used his extensive experience in policy co-ordination to identify emerging 'planning' problems and strong networks both within the former DSE and across Government to develop workable solutions.
