The contract involved undertaking a security analysis of containers travelling through the Continental Gateway and Trade Corridor. The work undertaken in the contract centred on drafting a risk assessment report, using input from various federal and provincial departments and from industry. This initiative sought to strike an adequate balance between security and commercial goals using risk management analysis. In doing this, the study sought to identify and rank potential security risks facing such traffic and to put forward options for dealing with these risks in a manner that supported the economic competitiveness of Canadian industry. The goal of this work was to develop policy initiatives to maintain Canada Post’s financial sustainability while protecting the quality of postal services provided to Canadians. A key element in this was to undertake environmental scans of Canada Post under various operational and financial scenarios to determine its future ability to meet policy expectations. This analysis led to the development of a proposed business plan that would require extensive investments in new capital equipment needed to ensure the sustainability of Canada Post’s operations. A further key element was the development of criteria to establish financial and operational performance expectations as well as indicators to monitor actual performance against those expectations. A key element of this work was to provide a set of metrics that the government could use to track Canada Post’s performance against expectations over the coming years.The goal of this was to make sure that Canada Post had operational practices that would let it meet its regulatory and policy obligations in a manner that was financially sustainable. This work required in-depth consultations and negotiations with other federal departments and Canada Post officials to develop common views on issues that were often contentious. It also involved preparing numerous reports and presentations to explain various complex issues and proposals in a clear manner that highlighted important interrelations. Show less

Undertook financial and program analysis, often under very tight timeframes, on how various environmental regulatory measures (for greenhouse gas emissions) and market conditions could affected Canadian industries. Participated in a Government initiative to develop policies that would ensure that the procurement and operation of government buildings and fleet equipment would be undertaken in a way that minimizes greenhouse gas emissions. Managed a group within the Division to put together and publish electronically an interactive database dealing with the economic situation of Canada’s energy industries. Assisted the Director of Economic and Corporate Analysis and, in his absence, served the acting director. Provided policy advice to the ADM, Energy Policy and to the DM of Natural Resources Canada under very tight time constraints. Show less
