David Gray is a seasoned public administration leader with over 10 years of experience guiding cities through their most complex challenges. He currently spearheads Austin's transformative efforts to make homelessness rare, brief, and non-recurring. This includes enhancing homeless prevention initiatives and street outreach efforts, improving housing-focused outcomes at homeless shelters, and streamlining pathways for individuals to receive permanent housing. Previously, he oversaw Austin’s economic response to the COVID-19 pandemic, distributing more than $60 million in emergency aid to help thousands of households and businesses overcome the pandemic’s financial impacts.David held multiple leadership roles in public administration before joining the City of Austin. As the Acting Community Benefits Division Director for the San Francisco Public Utilities Commission, he oversaw community projects across six Northern California counties – ranging from workforce development and public art initiatives to environmental justice and small business programs. He also served as the Chief of Staff for the Mayor of Richmond, California, where he coordinated efforts to improve employment outcomes for boys and men of color in Richmond. He also secured support from the White House’s Strong Cities, Strong Communities initiative to help Richmond balance longstanding deficiencies in its general operating budget.David holds a Master of Public Policy from the University of California, Berkeley and undergraduate degrees in Sociology and Social Policy and Practice from Tulane University. He is also a graduate of the Executive Leadership Institute hosted by Georgetown University and the National Forum for Black Public Administrators.
