Appointed as lead negotiator for rules of origin, customs procedures, antifraud and trade facilitation in the modernization of the FTA between Mexico and the EU. Additionally, appointed as general coordinator for the overall process. An “Agreement in Principle” was reached in April 2018, where Grecia proposed alternative solutions to address the sensitive topics in sectors such as automotive, chemicals, textiles and agriculture. Grecia also participate in the negotiation of the rules of origin, customs procedures and trade facilitation chapters in the modernization of the Mexico - EFTA FTA.Grecia’s experience also involves the lobby with the European Institutions (Parliament, Council and the Commission), and EU Member States. Grecia also worked with third countries based in Brussels to address common trade concerns.Grecia was the first contact to resolve situations faced in the implementation of the Agreements, for example rejection of customs preferences.

Grecia led negotiations for rules of origin, customs procedures and trade facilitation, successfully achieving agreements within the Pacific Alliance (Colombia, Chile and Peru), Panama, Cuba and Brazil. She also started negotiating processes with Turkey and Jordan.In charge of implementing Mexico’s FTAs with Central America, Panama, Cuba, MERCOSUR, the EU, EFTA, the United States, Canada and the Pacific Alliance, on rules of origin, customs procedures and trade facilitation. This requires coordination with trading partners, as well as with Mexican agencies involved.Notable cases include advising companies to make adjustments to fulfill the origin requirements established in a FTA, especially vehicles under the Mexico-Brazil agreement.Grecia has significant experience giving workshops to train people in charge of trade within the companies and associations.

Grecia’s notable experience includes successfully having led negotiations for rules of origin, customs procedures and trade facilitation in the FTA between Mexico and Central America, as well as follow up the trade facilitation discussions under the WTO.She was in charge to implement Mexico’s international commitments arising from FTAs, monitor compliance by trading partners of their trade commitments with Mexico and to address technical queries about rules of origin and customs procedures.

Grecia has significant experience in the agriculture sector given she was following up issues arising from the implementation of FTAs. She was in charge to prepare material for Mexico’s negotiating strategy in market access for agricultural products.
