The Commission for Environmental Cooperation (CEC) is an international organization created by Canada, Mexico, and the United States to implement the North American Agreement on Environmental Cooperation (the NAFTA environmental side accord). The CEC facilitates regional cooperation on matters of environmental importance, seeks to avoid trade-related environmental conflicts, and promotes effective enforcement of environmental law. The CEC operates on a budget of $9 million and employs a staff of fifty (more information is available at www.cec.org). Director's management responsibilities include: supervising senior officers and program managers in the development and delivery of the annual work program, including annual and special reports; overseeing the processing of citizen enforcement submissions and drafting determination letters (through 1997); publishing studies and program materials; organizing, conducting, and chairing seminars, workshops, expert meetings, and conferences; advising and assisting the executive director on administrative and operational matters; and representing the CEC before, and working closely with, a wide range of environmental experts, nongovernmental organizations, and business and government stakeholders throughout North America. In 1999 I assumed responsibilities for the four cooperative program areas of the CEC: Environment, Trade and Economy, Conservation of Biodiversity, Law and Policy, and Pollutants and Health.

Responsible for environmental law and policy initiatives related to the implementation of the NAFTA environmental side accord. This included: drafting determinations on, and otherwise handling, citizens' enforcement submissions; advising the executive director on the interpretation and application of the North American Agreement on Environmental Cooperation; identifying, engaging, and supervising professional consultants; managing the development of a North American electronic database of environmental law; and designing studies on public access to environmental information, reciprocal access to courts for environmental harm, enforcement, and other topics.

Lectured on environmental law and policy at the Universidad Nacional Autonoma de México (UNAM) and the Instituto Tecnologico Autonomo de México (ITAM) under the auspices of a Fulbright Lecturer Grant. Courses offered at ITAM as a visiting professor included "U.S. Environmental Law and Public Policy" and "U.S.-Mexican Comparative Environmental Law."

Environmental Skill WorkshopsTepotzotlan, MéxicoDesigned, obtained funding for, and co-directed a series of intensive, week-long environmental skills workshops in partnership with the Mexican Foundation of Environmental Education and the Ford Foundation. The program brought together interdisciplinary groups of Mexican community members facing similar ecological and health challenges. Participants studied and discussed strategies for identifying and responding to environmental threats, obtaining financing for environmental projects, and employing legislation and legal remedies.
