The Commission for Environmental Cooperation (CEC) is an international organization created by Canada, Mexico, and the United States to implement the North American Agreement on Environmental Cooperation (the NAFTA environmental side accord). The CEC facilitates regional cooperation on matters of environmental importance, seeks to avoid trade-related environmental conflicts, and promotes effective enforcement of environmental law. The CEC operates on a budget of $9 million and employs a staff of fifty (more information is available at www.cec.org). Director's management responsibilities include: supervising senior officers and program managers in the development and delivery of the annual work program, including annual and special reports; overseeing the processing of citizen enforcement submissions and drafting determination letters (through 1997); publishing studies and program materials; organizing, conducting, and chairing seminars, workshops, expert meetings, and conferences; advising and assisting the executive director on administrative and operational matters; and representing the CEC before, and working closely with, a wide range of environmental experts, nongovernmental organizations, and business and government stakeholders throughout North America. In 1999 I assumed responsibilities for the four cooperative program areas of the CEC: Environment, Trade and Economy, Conservation of Biodiversity, Law and Policy, and Pollutants and Health.
