Directed Marin Clean Energy’s (MCE) resource planning ensuring the success of the agency's mission, programs, and green house gas reduction goals. Reported directly to the CEO, and successfully collaborated with the agency's directors of Public Affairs, Legal, Policy & Regulatory, Internal Operations, Customer Programs (demand side) and Account Services. Prepared and administered multiple Request for Offer (RFO) processes and personally negotiated more than 100 power purchase agreements totaling more than $2.5B in notional value with minimal credit or collateral requirements to the agency which recently achieved an investment grade credit rating. Led the agency's annual Integrated Resource Plan which is respected by regulators and even community choice critics. Recruited, trained and supervised a procurement staff of 7 to monitor contractor performance, identify cost savings, validate invoices, resolve issues and negotiate contracts. Managed multiple consultants, outside counsel, and services vendors in developing rates, managing generation and load forecasting, CAISO scheduling and settlements, as well as WREGIS accounting of renewable energy content. Prepared and validated regulatory compliance filings focused on resource procurement, and drafted staff reports for the Board of Directors and public regarding power resources. Directed the agency's lead agency status for a 10.5 MW local solar project, and successfully integrated more than 25 MW of new local renewable energy development. MCE will serve 470,000 retail customers, 1,100 MW of peak demand and 5,700 GWh of retail load as of April 2018 making it the third largest public utility in California.

Responsible for project development and logistics, site selection, use permits, civil & electrical engineering, environmental permits, and utility interconnection. Negotiated power purchase agreements and site leases with municipal entities. Expedited third party project development; site screening for capacity, economic viability, and finance alternatives for Utility Scale Solar projects. Establish and validate online PV generation monitoring to insure performance metrics are met; analyze and report performance in terms of quality, safety, cost, and system production. Personally secured complete project entitlements for two separate solar projects, a 5 MW and 20 MW.

Managed electrical load profiling, statistical analysis, billing and reporting for $13 Million electric power budget for two Joint Powers Authorities. Scheduled day ahead and real time wholesale power deliveries throughout California. Produced monthly operations reports and insured State and Federal energy policy compliance. Coordinated special projects including site selection, economic analysis, project finance and environmental permitting for Renewable Energy development of Micro-Hydro and Solar. Applied for and received $60 Million in 2009 Clean Renewable Energy Bond (CREB) allocations for clients. Responsible for RFP/ RFO process.

Project: development and implementation of W.R.E.G.I.S. Western Renewable Energy Generation Information System for 14 Western U.S. states, Canada, & Mexico. WREGIS is an I.T. system for issuing, tracking, and retirement of RECs, or Renewable Energy Credits. Administered Change and Issue management processes;Developed reports and outreach materials; Managed electronic project document library
