Risk management decision-making under uncertainty for disaster planning, response and recovery/rebuilding. 3. Community resilience to disasters. Developing risk assessment and management strategies and operations for community/provincial-wide planning, response and recovery. Policy development includes risk quantification and risk management options, while operations comprises integration of tools for disaster data acquisition (historical and real-time), data analysis and representation, probabilistic and deterministic representation, and decision-making considering available information for planning or real-time decisions.

Formulating the use and implementation of structural integrity assessment procedures in risk management of structures. Structural Survey Hong Kong Ltd. focuses on assessing structural integrity for the purpose of managing the risks to an individual structure from man-made and natural hazards, including after assessment services associated with a structure’s repair and maintenance. Additional duties include: co-ordination among clients and government department for land-use issues (including hearing before Hong Kong’s Legislative Council Secretariat), development of a Children’s Specialist Hospital in Hong Kong, project management of repairs and maintenance work for high rise residential structures. Structural Survey Hong Kong Ltd. has been working to introduce structural risk assessment and management tools and techniques to the Asian region.

Formulating a direction for and representing the US property casualty insurance industry’s interests in risk assessment and management of the building process, including: 1. Represented, and testified on behalf of, the insurance industry in the building code change process at national hearings;2. Committee member of Performance Based Structural Loads Committee for the International Building Code; 3. Committee member for ASTM standard on the risk of wind-borne debris on fenestration;4. Interaction with the academic community at Stanford, Northeastern, Cal Tech, USC, University at Illinois (Champaign Urbana), and other academic institutes; 5. Represented the insurance industry in deliberations on risk assessment and management of natural disasters among USA Federal Agencies (National Institute of Science and Technology, National Oceanic and Atmospheric Administration, Federal Emergency Management Agency (FEMA), Flood Insurance Administration, Sandia and Idaho National Laboratories, and the US White House). Deliberations included national policy, planning, mitigation, response, and recovery for natural hazards.6. Represented the insurance industry in deliberations of non-profit organizations (e.g., Applied Technology Council, US Congress’ National Institute for Building Sciences, American Red Cross, ASTM) to convey the interests of the insurance industry regarding policy, response and recovery, and mitigation of natural disasters (floods, typhoons, hurricanes). 7. Representation of the insurance industry in local building criteria deliberations (e.g., Los Angeles Department of Building and Safety, Texas Department of Insurance, North Carolina Department of Insurance, California Seismic Safety Commission).
