Managed development and execution of R&D and professional service contracts, including major contract activities at the Naval Research Lab (NRL) and the John Hopkins Applied Physics Lab (APL). Directed technical staff in support of signal processing, network security, information technology, and sensor system contracts.

Provided leadership and vision to establish COMSAT as major supplier of communication systems and services for the federal government. Developed new contract opportunities for satellite-based communications systems and products. Represented COMSAT on joint industry-govt. task forces, panels, and technology groups, to include the President’s National Security Telecommunications Advisory Committee (NSTAC) and Industry Executive Subcommittees (IES). Prepared and implemented strategic plan to establish new COMSAT division to support classified programs/customers. Supported the specialized communication needs of the White House Communications Agency (WHCA). Program Manager for DoD/DISA fixed price contract to develop air-transportable system employing cellular, microwave, and satellite technologies. Delivered system ahead of schedule and under proposed cost. Achieved 60% proposal “win” rate. Served as Chairman of Task Force to enhance COMSAT’s competitive position and improve operating margins. Defined and implemented IR&D plans and projects. Performed critical strategic fit analysis of proposed corporate acquisitions.
