Working within the Remediation Business Unit(RBU), I am focusing my efforts on managing the group's Compressed Natural Gas fueling stations and general eco-mechanical projects, including groundwater treatment systems and soil remediation. I have also been tasked with the creation and implementation of an SOP for estimating and preconstruction activities within the RBU.
Scheduler/Project Manager
Mr. Dubin created, maintained, and updated the cost and resource loaded project schedules for both Spirit Construction and its sister company, Vos Electric on the headbox replacement outage for International Paper in Vicksburg, MS. The project entailed the installation of roughly 3,000 LF of piping from 3/4" instrument air lines to 20" backwash lines. Additionally, the project included the installation of all instrumentation, motors, and MCCs. Mr Dubin was also responsible for all daily and weekly project reporting, piping layout, field coordination, and resource management.
Project Manager
This project consisted of the installation of 24 miles of 16” and 3 miles of 12” gas pipeline, along with the fabrication and installation of two 6” regulator stations, including all electrical terminations and SCADA installations. Mr. Dubin's responsibilities included managing a staff of over 130 employees, including 26 welders, management and layout of all pre-fabrication work and onsite installation of the regulator stations and block valves, compiling a cost and resource loaded project baseline schedule, project reporting, inclusive of weekly schedule updates and resource and materials tracking, all change order negotiations, subcontractor management, monthly invoicing to the owner, daily production and cost tracking.
Assistant Construction Manager
The project entailed the 3rd party Construction Management for new wastewater facilities that includes aerobic and anaerobic biological basins, centrifugal blowers, secondary clarifiers, UV treatment facilities, dewatering and sludge containment facilities, , which totaled over 500,000 CY of CIP conrete, and the installation of in ground concrete, ductile, and pvc/cpvc pipe from 1"-60". Mr. Dubin assisted the on-site Construction Manager with all day to day needs, provided inspection of contractor's work, and managed the on-site resident project inspection staff. His duties included, but were not limited to monitoring and inspecting the quality of work, concrete special inspection, plan review, dispute mediation, maintaining schedule updates, reviewing payment requests, reviewing and negotiating change orders, compiling agendas and administering weekly and monthly coordination meetings, preparing monthly and quarterly status reports for the owner, managing owner allowances, managing communication between the project team, review and implementation of Operation & Maintenance manuals, and the receipt, review, and statusing of RFI's and submittals.
Assistant Program Manager
This program consisted of 3 wastewater plants, designed by 3 separate engineering firms for ACC-PUD, with all three bid openings occurring within a 3 month period. Mr. Dubin’s responsibilities included contract negotiations on behalf of the owner for a majority of the sole sourced process equipment for all three plants, including centrifugal blowers, pumps, odor control systems, grit systems, ultraviolet systems, and generator systems, totaling in excess of $30 million. In addition, Mr. Dubin was tasked with contractor prequalification, project cost estimates, 60% and 90% design reviews, preparation of bid documentation, reviewing bid tabs, writing and reviewing bid addenda, assisting in the modification of project specific general and supplementary conditions, and assisting in the update of the firm's standard Division 1 specifications
Project Engineer/Field Superintendent
The project consisted of an expansion of an existing water treatment plant from 64 MGD to 87 MGD with the addition of 3 new filter trains, flocculation, sedimentation, and sand filters, new chemical tanks, a new maintenance building, new pumps at the high service pump station, and instrumentation and control systems. Mr. Dubin’s duties included procurement of all submittals, RFI generation, change order pricing and documentation, take-offs, quantity and labor documentation, management of subcontractors, assisting in the design of an adjustable shoring and form system for the flocculation basins, management of both laborer and pipe-fitting crews, and schedule updates.
