Owners of capital improvement projects are pursuing innovations to reduce project delivery, which in turn creates pressure to compress real estate acquisition schedules for these projects. When government purchases property for projects it is one of the most intrusive actions it can take against its citizens. It is critical that those whose property is acquired are treated with dignity and respect. This tension between reducing real estate acquisition time to support project schedules and ensuring fundamental fairness to the people whose property is acquired is an immense challenge. My leadership, experience and proven record of balancing the demands of meeting tight project schedules while ensuring the considerate treatment of property owners, uniquely qualifies me to effectively resolve these tensions. I have a blend of public and private experience, including working as an engineer for Boeing, working as one of three attorney’s in a small law office, working as an Assistant Attorney General representing CDOT, and 14+ years as a CDOT Region Right of Way Manager. I have a B.S. in Civil Engineering and a Juris Doctor degree. Engineers, lawyers and real estate professionals are problem solvers. Solving the most difficult problems is a skill I have honed over many years of experience in many different professional settings. An intangible I bring to the project development process is experience in specialty areas other than real estate. A common misperception is that specialty units are stand-alone units only responsible for delivery of their unique products. The reality is very different; the only recipe for project success is for engineering, right of way, environmental, utilities, and construction to work as an integrated team collaboratively developing the project together. One of my strengths has been to help facilitate this symbiosis in team settings.

Manage a staff of 37 positions responsible for defining, valuing, acquiring, and managing right of way in compliance with state and federal requirements for Region transportation projects. Unit staff includes professionals in five specialty areas: Surveying, Preparation of Right of Way Plans, Appraisal, Acquisition Negotiation/Relocation, and Property Management. - Led effort to obtain emergency right of entries on an expedited basis for project that reconstructed SH 72 in Coal Creek Canyon following the devastating 2013 floods. Managed process to immediately define, value, and negotiate the acquisition of all required parcels shortly after obtaining such right of entries to ensure proper protection of all landowner’s property rights.- Devised functional replacement to provide property and funding to construct a replacement parking lot to mitigate critical impacts to school district property resulting from a partial acquisition. Timely completed this complex functional replacement to meet crucial design-build construction milestone.- Always innovatively increasing project efficiency. For example, FHWA’s recent Every Day Counts initiative changed a prior philosophy of discouraging the use of conditional right of way clearances to encouraging use of these clearances. Our Right of Way Unit quickly adapted to this change and now commonly uses conditional right of way clearances to creatively compress preconstruction time frames. -

Unit staff includes professionals in five specialty areas: Surveying, Preparation of Right of Way Plans, Appraisal, Acquisition Negotiation/Relocation, and Property Management. - Provided leadership to successfully deliver right of way to support significant innovative project delivery methods, including the US 36 Managed Lanes Design-Build Project, the US 6 Bridges Design-Build Project, the 120th Avenue Connection Design-Build Project, and the Peoria over I-70 Construction Manager–General Contractor Project. Significantly contributed to ROW acquisition effort for $1.7B T-REX project.- Developed “Team Right of Way” project management method, whereby a representative from the Right of Way Unit’s Survey/ROW Plans, Appraisal, and Acquisition/Relocation specialties is assigned to every project requiring right of way acquisition. Team members are required to attend all project meetings from scoping to Field Office Review and are encouraged to interact effectively with each other, the design/construction team and other specialties to ensure project milestones are met.
