Lead and orchestrate Offensive and Defensive Multi-Domain Operations Projects that upgrade Raytheon deployed architectures and systems for US and International customers in all theaters. Conduct challenging multi-disciplinary work that knits together capabilities, ‘know-how’, and products from all Raytheon companies. Skilled in developing and the benchmarking of models of emerging red side threats, understanding how the US wants to counter these threats, and developing integrated solutions. Lead teams that develop kill chain performance models, engagement, campaign CONOPS, and multi-fidelity simulations. Continuously interact with US and International Customers from original requirement through operations.

• Lead and provide strategic guidance to over 750 scientist and engineers in the development of science and technology programs.• Provides leadership and mentoring while assisting the Director in the accomplishment of all aspects of operations. • Assists with the development and defending a prioritized integrated programming strategy for the Army Program Objective Memorandum (POM). (Budget and Risk Management)• Leverages Operations Research and Data Science skills and operational military experience to shape the Data and Analysis Center Technical Work Program. • Provides organizational guidance that links analytic products to key Army strategy documents (e.g. Army Campaign Plan, etc.). • Supports acquisition decisions by providing expertise to influence organizational products supporting the test and evaluation of complex weapon systems and the development of future combat concepts within the materiel acquisition and force development processes.• Includes providing expert advice to the organization regarding the design of analyses, tests, experiments, and methodology development; determining measures of effectiveness; and applying decision, mathematical and risk analysis techniques.

• Responsible for the management of a large, multidisciplinary workforce of engineers, scientists, operations research analysts, and administrators focused on delivering objective analysis, experimentation and data spanning DAC’s core technical competencies.• Provides leadership, risk management, and oversight for Program Planning and Financial Management., Strategic Initiatives, communications Strategy, and shapes Corporate Strategy Development. • Manages, supervises and oversees a workforce of approximately 700 Department of the Army Civilians and over 190 contractors.• Exercises technical oversight of the entire DAC program at all DAC locations.• Administers/manages yearly funding of nearly $80M.

• Served as the Director of Army Acquisition Domain Functional Office (ADFO) within the Deputy Assistant Secretary of the Army, Plans, Programs and Resources (DASA(PPR)). • Responsible for the development of functional requirements and resourcing strategy to establish a comprehensive acquisition data integration, standardization, visualization and analytics capability to enable senior leaders at the headquarters to monitor, assess, and respond to the health risks of programs. • Responsible for managing costs, schedule, and performance of the functional requirement process and a budget of over $5M. • Provided leadership, direction, and functional oversight for acquisition domain, data, and knowledge management within ASA(ALT) to ensure functional and business process requirements are captured for better acquisition data efficiencies through fostering relationships with other divisions and employing data science initiatives. Supervisor for five government personnel and manages up to 20 contractors.

Operations and Data Analysis

Serves as a cost analyst in the Office of the Secretary of Defense, Cost Assessment and Program Evaluation (CAPE). Serves on teams of military and civilian scientists, engineers, and economists that prepare independent cost estimates for major defense acquisition programs in support of milestone reviews by the Defense Acquisition Board and the Missile Defense Executive Board. Develops recommendations and alternatives for consideration by the Secretary and the Deputy Secretary of Defense; the Under Secretary of Defense (Acquistion, Technology, and Logisitcs); the Assistant Secretary of the Army for Acquisition, Logistics and Technology; the Defense Acquisition Board; the Small Group; and the Deputy's Management Action Group.

• Materiel Acquisition Branch Chief responsible for the training, coordination, and workflow of 10 Senior Managers.• Primary Program Assessment & Evaluation Analyst (PA&E) for the Materiel Acquisition Program responsible for independent analysis and risk management of the Army's $126 billion equipping program with direct oversight of the US Army Acquisition Support Center Command portfolio. • Primary PA&E liaison with the Office of the Secretary of Defense, Cost Analysis and Program Evaluation (OSD CAPE), Under Secretary of Defense (Comptroller), and the Joint Staff on issues related to equipping the Army. Primary PA&E liaison with G8 Forces Development, ASA(ALT) Resource Integration, and the Army Budget Office (ABO). • Directs long term studies on optimal resource allocation within the equipping program. • Analyzes and develops actionable recommendations for Army senior leadership.

• Responsible for the formulation, execution and analysis of analytical war games designed to asses Joint Capabilities, force management and resource allocation issues in order to improve Joint decision-making in support of the Director, J8, the Joint Staff, and the Chairman of the Joint Chiefs of Staff. • Apply leadership, operations research, computer science, systems analysis, and other techniques to design, improve, and adapt manual and automated models to support politico-military seminars and warfighting games. • Interface daily with senior Flag/General officers and civilians from interagency organizations, allied, and friendly nations. • Collaborate with combatant commanders, Services, and the Office of the Secretary of Defense on warfighting assessments. • Conduct follow-on and independent analysis to support the Chairman of the Joint Chiefs of Staff.

Serves as Chief, Operations Research Systems Analyst for Joint Task Force Paladin, Afghanistan Theater of Operations. Conducts analysis to determine the effects of C-IED operations and threat effectiveness for the ATO. Provides timely, relevant, and responsive analytical support and recommendations for the combatant commander, and prepares periodic and special lED related reports and briefings for the Secretary of Defense (SECDEF), Department of Defense (DOD), JIEDDO, Department of the Army (DA), CENTCOM, USFOR-A, CS TC-A, and CJTF 101. Responsible for data compilation and analysis enabling the Counter-Improvised Explosive Device (C-IED) fight for the Afghanistan Theater of Operations (ATO). Compiles data from International Security Assistance Force (ISAF), Combined Joint Task Force 101 (CJTF101) and JTF Paladin Assets.

Chief, Operational Capabilities Analysis Branch, for the Warfighting Analysis Division, G-8 Force Development (FD) that provides analysis to inform the decisions senior leaders make regarding $135 Billion worth of Army weapons programs. Conduct affordability analysis for all systems going before Milestone Band C acquisition decisions for the Equipping Program Evaluation Group (EE PEG). Manages and analyzes JCIDS documents for FD. Serve as division lead for tool development to support the division mission. Lead a branch of analyst consisting of two principal analysts, four senior analysts, and an analyst. Serve as division hand receipt holder. Additionally, serve as the G-8's representative to the Army Studies Program Management Office.

Combat Operations Analyst for the TRADOC Analysis Center- Fort Lee, providing direct support for HQDA,HQ TRADOC, and the Combined Arms Support Command. Provides senior-level decision makers with analytic results by performing independent analytical studies that involve determining optimal resource management and allocation strategies through analyses for current and future force structure, manpower requirements, authorizations, personnel developments, materiel acquisition, and logistics programs. Serves as the technical specialist for major Army and Department of Defense programs dealing with alternative military strategies, force designs, strategic force issues, logistics management, weapons systems, and their associated resource management implications. Leverages technology by integrating modeling and simulation throughout the entire process.
