Works as an executive level departmental administrator. This position plans, directs, and oversees the operations division of the Fire Department. Under the limited supervision and direction of the Fire Chief, this position may oversee all activities and services relating to one or more of the following: facilities, communications, personnel administration, office management, budget, apparatus and equipment, emergency medical, fire suppression, training, and fire prevention. The Deputy Fire Chief is a member of the management team and assists with the department budget and strategic planning. May be required to assume the duties and responsibilities of the Fire Chief in his/her absence.

Works as an executive level department administrator. Responsible for management and operation of the department’s Fire Prevention Bureau and the overall approach to media and public relations needs and issues. Supervises Fire Prevention personnel. Interprets, administers, and provides input regarding fire prevention regulations, department guidelines, policies and procedures, negotiations and budgeting. Coordinates fire prevention functions with other City of Topeka departments and agencies. May be required to represent the department in the absence of the Fire Chief or Deputy Chief.

Serves as senior company officer and fire company supervisor on a regularly assigned 24 hour shift. Coordinates and commands the activities of a fire company, conducts or assigns daily fire company training, makes duty assignments, completes performance evaluations, and administers disciplinary actions as necessary at the fire company level. May serve as Incident Commander at some emergency scenes. Directs fire company operations at emergency scenes. Coordinates the duties and responsibilities of assigned fire company with other company officers under the direction of the Incident Commander. Effectively utilizes and assigns company personnel in the performance of tasks, either during daily routine or at an emergency scene. Serves as acting Battalion Chief on an as needed basis.

Investigators will conduct fire scene investigations as needed. The Investigator will assist the Operations division under the direction of the Incident Commander and operate under Standard Operating Guidelines, as adopted. Investigators will complete, in a timely manner, prosecution reports, affidavits of arrest and warrants, including a complete documentation of fire scenes and all state and federal reporting.

Serves as junior company officer on a regularly assigned 24 hour shift. Assumes the duties and responsibilities of the Captain in his/her absence. As the junior company officer, follows the directives of the Captain or Suppression Chief in coordinating and directing the activities of assigned company personnel, either during daily routine or at an emergency scene. Assists the Captain in establishing and maintaining a positive and productive work environment.

Works as a member of a fire fighting company on an assigned 24 hour shift. Responsible for driving and operating various types of fire apparatus. Responsible for the location, operation, and routine maintenance requirements for various types of hydraulic, electric, gasoline, diesel, and mechanically operated pieces of fire fighting, rescue/extrication and EMS equipment. Extensive knowledge of street layouts, addresses, water supply sources, and target hazards located within assigned response district, as well as a working knowledge of the same throughout the City of Topeka. Must also have a thorough understanding of water supply and pumping operations hydraulic principles.

Firefighters are responsible for gradually acquiring and completing progressively more advanced fire fighting and emergency medical knowledge and skills, while assigned on a 24 hour shift basis to various fire fighting companies. Firefighters are responsible for performing as a team member with their assigned fire fighting company, providing EMS, fire protection, rescue/extrication, and hazardous materials response.
