Environmental Scientist
As a scientist with EPA for over 20 years, Mr. Nagle gained broad experience providing oversight, training and technical support to EPA Program (CERCLA, RCRA, Water, Enforcement) staff as well as states, tribes and local agencies within Region 9. He led field investigations, wrote sampling and analysis plans, and performed site assessments, biological surveys, vapor intrusion studies, field audits, laboratory audits, and site inspections. He worked on NPL-Sites, high-profile international projects and supported environmental programs on US territories and commonwealths. He also supported Regional Applied Research Effort (RARE) studies, national lake, river, and stream assessments and National Pollutant Discharge Elimination System (NPDES) compliance and reasonable potential studies. Mr. Nagle was considered a regional expert in field sampling, and the development of unattended continuous monitoring systems using satellite and cellular telemetry. He also designed, installed, and maintained continuous monitoring stations at abandoned mine, harmful algae bloom sites throughout the region.He was the contract representative for the Region 9 Environmental Services Assistance Team (ESAT) contract, a 15 million-dollar, time and materials technical services support contract utilized by Superfund, Water, Air (OAQPS-RTP), and Enforcement Programs. As COR he approved invoices, technical and cost proposals, initiated personnel security clearances, and approved travel for 25 contract employees.He was also the technical manager for the field program collecting soil water and and air samples as well as analyzing volatile organic compounds in air using field portable gas chromatograph mass spectrometers providing high quality data in real-time. Mr. Nagle procured a web-based software EPA uses to manage the hundreds of thousands of water quality data records generated each year.
