Responsible for leading all aspects of daily operations and program management in support of a software product portfolio. Specific duties include overseeing development and articulation of product and technology roadmaps (desktop, server, and online/cloud); developing and tracking progress of research and development costs; establishing and implementing Agile software development methodologies (Scrum); overseeing the creative process for a team of 100+ individuals from a variety of backgrounds; recruiting and professional development of Department personnel; developing and coordinating ‘go live’ strategies with sales, marketing, product operations, and other internal/external stakeholders; performance review and merit increase appraisal for Department staff; proposal development and review; cost and revenue forecasting, advising senior and executive management on future software products and strategies.

Provided technical and program leadership for multiple software product teams. Provided oversight and technical implementation of software product acquisition from third party vendor. Led integration and release of joint Esri/Business Partner solution offerings. Grew team size from zero (0) to 20+ staff, and grew portfolio revenues from $3M to $8M over period of 5 years. Established and administered Team Foundation Server implementation in support of entire Esri Professional Services division (500+ users, 200+ projects and products).

Led the conception, system development, technical management, and technical delivery of an enterprise topographic features data management (TFDM) system for the National Geospatial-Intelligence Agency (NGA). Provided technical direction for team of 20+ staff building various aspects of system including geodatabase design, workflow management, web services, and system architecture. Developed and provided oversight of $15M budget over 2 years.

Supported a variety of technical and project implementation and management activities related to both commercial software products and GIS systems development and delivery. Project areas included customers from local governments, federal defense and intelligence agencies, and commercial organizations. Part of senior advisory board responsible for defining high-level framework for implementing Esri Technology Certification Programs. Contributed to the detailed development of specific certification criteria for exam areas.

Gathered, defined, and prioritized software requirements and production process workflows. Developed source code and supporting technical and end user documentation. Coordinated activities of technical staff members. Provided general project and release management support including planning, budgeting, and scheduling of product deliveries. Helped to define, document, and implement an ISO-9001 certified software development process. Developed product roadmaps. Articulated product roadmaps to internal and external stakeholders (e.g. executive management, clients, etc.)

Conceived, developed, and managed technical delivery of a prototype database-driven cartographic system for the production of aeronautical navigation charts. Technical approach and software developed to support prototype became foundation for new software product offering and was successfully implemented in commercial production environments.

Defined and developed all technical production processes and supporting software components to produce FFD databases in accordance with NIMA standards and specifications. Supervised creative process and directed development efforts of a two person development team. Provided technical management of Esri’s FFD production projects including oversight of an eight person technical team. Supported all aspects of project management including bidding, budgeting, scheduling, subcontractor management, and status reporting.

Responsible for envisioning, proposing, and developing innovative production process prototypes with potential for realizing significant cost and time savings in a near term timeframe (concept to production in 1 year or less). Developed solution for Land Classification Integration Initiative that automated the inclusion of Landsat-derived vegetation data into existing Vector Product Format (VPF) libraries. Conceived and proposed solution for semi-automated update of existing VPF databases using supervised classification of high resolution, mulit-spectral imagery.

Developed automated process for performing large-scale data migration, conversion, and production for federal and commercial clients. Produced numerous map and data products in accordance with National Imagery and Mapping Agency (NIMA) standards and specifications including Topographic Line Maps (TLMs) and Vector Product Format (VPF) databases. Managed technical aspects of map and data production activities in support of NIMA ‘crisis’ mapping during times of international conflict.

Developed and implemented a process to align county’s cadastral database to digital orthophotos.

Assisted with technical aspects of the cartographic production of several map products including a state atlas and the official State Road Map.
