Directed a portfolio of teams and data systems during the COVID response that provided the foundation for national response efforts. This role required the management and oversight of over $100M in IT investments, direction of 30-60 federal staff, and oversight of over 100 contractor staff.• Led a team of federal and contractor staff to create, scale, and ensure delivery of the largest public health data system ever created to collect critical real-time COVID data from 6,000 hospitals and other organizations nationwide in order to guide the National COVID response for HHS, CDC, FDA, and the rest of the federal government.• Led the development of a federal website allowing COVID patients to find treatment locations, resulting in a 400% increase in patients successfully treated during the January 2021 COVID wave. This initiative eventually resulted in the successful treatment of over 16 million Americans with hundreds of thousands of lives saved.• Enabled data access and analysis for 4,000 government users, with hundreds of thousands of downstream users across the Department, National News Media, and the Nation.

Founding Director and leader of the Health Sector Cybersecurity Coordination Center (HC3), a 15 person, $4M effort at HHS to share and communicate cybersecurity threat alerts, actionable intelligence, and vulnerability warnings to members of the health sector. Developed innovative cybersecurity practices and prevented millions of dollars in damages and disruption to a critical economic sector. • Led successful Departmental efforts, with FBI and DHS partners, to stop a widespread ransomware attack targeting over 400 US hospitals that would have caused millions of dollars in damages and panic the week before the 2020 Presidential election.• Led the team to take action to mitigate over 400 ongoing breaches and targeted cyber campaigns against health sector entities, disseminated 282 warnings to the sector, and issued site takedown orders for 37,060 malicious websites in 2020.• Built partnerships and coalitions across the government and the health sector; delivered 3 conference keynote speeches in 2019 with audiences up to 400 people, and spoke at 15 virtual events in 2020; frequently represented the Government in public talks and media appearances.

Served as an advisor to Department Executive Leadership in the Office of Energy Policy and Systems Analysis. Directed a research portfolio considering important issues such as national critical infrastructure reliability and resilience, cybersecurity challenges, industry workforce development, and other emergent issues as needed. Engaged with the private sector, industry associations, and state and local governments to develop practical implementation solutions and further administration initiatives. Supported broad policy development through composition of critical messaging materials and testimony, policy findings, and legislative technical assistance.• Served as the key architect for the team that produced the first and second iterations of the Quadrennial Energy Review (QER), the first comprehensive analytically based, interagency perspective on national energy policy.• Created and led development of the shared transportation concept within first QER; directly leading to provisions written into the FAST Act (PL 114-94); and resulting in over $500M in increased appropriations to the US Army Corp of Engineers in FY16 for critical upgrade and maintenance of national waterway infrastructure.• Deputy manager and coordinator for a team of 15 staff that produced 30 research products and reports; convened 7 White House, DOE, and interagency field hearings about energy infrastructure; and authored numerous core policy briefings and Secretarial memos.

Led the Commercialization Program in the Office of Energy Efficiency and Renewable Energy; responsible for direction, strategy, financial management, and human capital management for a $6M program portfolio targeted at developing the energy innovation economy and accelerating the market adoption of energy efficiency and renewable energy technologies.• Launched the 2nd year of the National Clean Energy Business Plan Competition, a grant sponsored collegiate competition to engage undergraduate students in entrepreneurship, technology innovation, and clean energy.• Developed Tech2Market innovation policies and office strategy to stimulate markets, address market gaps, improve the distribution of clean energy technologies, and improve cleantech private investment.• Hosted workshops with the private sector and entrepreneurship community to formulate strategies for accelerating clean energy entrepreneurship and commercialization of national laboratory energy technologies.

Served as the CFO’s chief point of contact and advisor on several multi-billion dollar Departmental programs, including the $2B Office of Energy Efficiency and Renewable Energy, the $6B Office of Environmental Management, the $800M Office of Nuclear Energy, and the $200M Office of Electricity Delivery and Energy Reliability.• Led Department budget formulation, managing the office operations to publicly release the department’s $28B budget request.• Led an agency team that developed and successfully pitched a $10M Secretarial initiative to increase the efficiency of nuclear energy power systems through the use of supercritical CO2 working fluids.• Created financial projections and strategies for right-sizing program staffing plans to align with strategic objectives and available resources.

• Led a consulting team that modeled and analyzed CO2 emissions, energy, and climate policy; and helped to grow the firm from 6 people to over 30 people in under two years.• Taught quarterly courses to industry professionals on climate change policy, regulation, and markets, and frequently gave public addresses at industry conferences and gatherings. • Designed and developed partial equilibrium emissions offset supply model, filling a critical forecasting need in the firm’s analytical models, and enabling robust forecasts of carbon clearing prices.

• As President of the 400 person MIT Energy Club, launched the first MIT Energy Conference, promoted institutional energy coordination and collaboration, and developed the MIT Energy community. • Conducted public opinion research and developed strategies for deploying carbon capture and sequestration energy technology.• Provided mentorship and expert guidance to students as the Teaching Assistant for graduate “Sustainable Energy” course.
