Construction:•Identifies and resolves construction problems relating to site conditions, unanticipated conditions, or defective plans and specifications. •Negotiates change order pricing with the contractors on behalf of Metro Transit. •Coordinates work between the contractors and Metro Transit •Inspects and supervisors inspection of the construction project to ensure compliance with plans and specifications. •Maintains as-built plans and records during the project. •Finalizes contract documents for execution by the contractor and the Council. Manages bid openings and bid tabulations; prepares correspondence documenting contract awards. •Coordinates the review of contracts and proposed changes with the Office of the General Council, Risk Management and Office of Diversity. Contracts and Procurement: •Works with project managers to gain and understand project needs and to provide information on procedures that are required to comply with legal and Council policy requirements. •Coordinates the review of contracts and proposed changes with the Office of the General Council, Risk Management and Office of Diversity. •Leads contract negotiations where changes to standard terms and conditions are required. •Creates and documents proposal evaluation criteria. •Creates contract procurement process documents such as Statement of Qualification (SOQ) for pre-qualification of contractors, Requests for Proposal (RFPs), proposal evaluation forms, and draft contracts. •Responds to inquiries by prospective bidders/proposers and bid documents/RFPs. •Finalizes contract documents for execution by the contractor and the Council. •Manages bid openings and bid tabulations; prepares correspondence documenting contract awards.
