Lead negotiator for the city – In conjunction with the Public Works Director, successfully bargained for a two-year contract with both of the city’s bargaining groups, Teamsters - Administration and Teamsters – Public Works (June 2015). Labor Relations Institute – Attended the LRI 35th annual conference in Yakima Focus was bargaining in the public sector and dealing with implementation of the Patient Protection and Affordable Care Act (PPACA), which becomes fully effective on January 1, 2018. This is when employers could face the 40% excise, or “Cadillac tax” if employee benefits are not properly structured (May 2015).Cable TV Franchise Agreement - Successfully negotiated a ten-year cable television franchise agreement with Wave Cable (April 2015)Biennial Budget - Implemented the city’s first biennial budget for 2015-2016 (December 2014)Library Annexation – In conjunction with the City Administrator, we campaigned to annex into the Sno-Isle Rural Library District. The ballot measure was approved by the voters in 2014 and becomes effective on January 1, 2016. This will save the city $300,000 per year in annual library contract costs. Fiscal Management in Tough Economic Times – managed the City’s finances during difficult economic times, maintaining 20% cash reserve requirement Accounting Software Conversion – led the conversion from ASP to Vision in 2011Negotiations – successfully negotiated several contracts with the five employee groups (Police, Fire, Teamsters-PW, Teamsters Clerical and Unaffiliated).Debt Refinancing – Refinanced debt and managed a prepaymentInvestments – Maximized return on investment during a time of extremely low interest rates. Levy – successfully passed all three (3) levies. Kept annual taxes about the same for property owners,providing $200k to $300k per year to meet operational needs of the District.Debt Refinancing –refinanced two bonds to lower interest rates, saving up to $250kPEBB (Public Employees Benefits Board) – lobbied, administrative and unaffiliated) to drop their current medical plan offerings and vote to adopt the state health plan.Employees saved an average of $500 per year in out-of-pocket medical premiums with no reduction in benefits.Fiscal Management – When I started at the District, we were borrowing $500,000 per month (registered warrants) from the County to make payroll and operational expendituresBy careful budgeting, monitoring and reporting to the Board on a monthly basis, we were able to stop borrowing from the County within six months. Within two years, the District had met its goal of 4-5% cash reserves, saving the District $60k per year in interest costs, but more importantly, its financial standing and bond rating.Grants – successfully applied for two federally funded school nutrition grants.District received $30,000 per year for two years. Negotiations – negotiated several contracts with the four employee groups (Administrators, Certificated, Classified and Unaffiliated), saving millions over what was originally asked for.Student Nutrition Policy – Per State law, all school districts were required to adopt a student nutrition policy that met new, higher standards. Pop machines were removed and/or restricted, fat content reduced, protein content increased, more local fresh fruits and vegetables were offered. The District partnered with PTAs and booster clubs to purchase and install salad bars in the buildings.

Supervised and performed all financial functions of the port district, including financial statements, budgets, lease negotiations, financial analysis and planning, bonds, AP, AR, PR benefits, risk management and grants. Coordinated annual audit and worked closely with director, commissioners, and staff.
